Job Overview:
The Health System Officer position is designed to provide technical and coordination support for the implementation of health workforce initiatives. This role emphasizes analytics, workforce information systems, and modeling, requiring hands-on data analysis, technical documentation, and stakeholder engagement to facilitate evidence-informed implementation. The position aligns with WHO's Global Strategy on Human Resources for Health: Workforce 2030, which aims to strengthen and optimize health workforce planning, governance, and data systems. The officer will contribute to the development of resilient health systems by enhancing health workforce information systems and advancing data analytics and workforce modeling, ultimately supporting evidence-based policy and planning.

Duties and Responsibilities:
The Health System Officer will undertake a variety of key activities, including: A. Health workforce data and information systems: Mapping and assessing HRH registries and information systems, compiling workforce data for analysis and reporting, identifying system gaps, and proposing solutions. B. Health workforce analytics and modeling: Analyzing HRH datasets to generate insights, developing monitoring frameworks and analytical tools, and documenting methodologies and findings. C. Policy and knowledge support: Creating policy briefs, technical reports, and knowledge products, preparing technical summaries for policy processes, and developing training materials. D. Stakeholder coordination: Organizing meetings, workshops, and consultations, and supporting coordination across project teams. E. Project Management and Implementation: Overseeing day-to-day project activities, maintaining documentation, and preparing progress reports. F. Other Duties: Undertaking travel as required and performing related tasks as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s level or above) in public health, health economics, epidemiology, statistics, or a related field. Additional specialization in computational science, data science, analytics, or health informatics is desirable. WHO only considers higher educational qualifications from accredited institutions.

Educational Background:
The essential educational requirement for this position is an advanced university degree (Master’s level or above) in relevant fields such as public health, health economics, epidemiology, or statistics. Desirable qualifications include additional specialization in health-related domains such as computational science or health informatics, ensuring that candidates have a strong foundation in both theoretical and practical aspects of health workforce management.

Experience:
Candidates should have a minimum of two years of relevant experience in health workforce, health systems, or public health programs. A demonstrated understanding of health governance and regulatory frameworks within the HRH domain is essential. Desirable experience includes five years in health workforce-related areas, particularly in analyzing large datasets and health information systems. Experience working with government systems and inter-sectoral coordination is also beneficial.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset, enhancing communication and stakeholder engagement capabilities.

Additional Notes:
The position is based in New Delhi, India, and is subject to local recruitment. The monthly remuneration is 2,18,855 INR, taxable as per Indian laws, and the appointment will be through a Special Services Agreement (SSA), which is extendable based on performance and need. The incumbent must be a national of India and will not be assigned to any official station outside the home country. The role may require travel to various states and districts.
