Job Overview: The Explosive Ordnance Risk Education/Non-Technical Survey (EORE/NTS) Coordinator plays a critical role within the DRC Technical Unit. Reporting to the Head of Humanitarian Mine Action (HMA) and collaborating closely with the Head of Programme, this position is responsible for the strategic development, programmatic direction, and technical oversight of Community Liaison activities. These activities are implemented by both DRC and partner teams across various operational areas in Ukraine. The Coordinator will be expected to provide leadership in setting the strategic direction for EORE and NTS, ensuring alignment with national mine action strategies and DRC's global technical standards. The role also involves supporting fundraising efforts, conducting technical reviews, and ensuring that all activities meet the required quality standards. The Coordinator will engage in community liaison activities, oversee the implementation of EORE and NTS methodologies, and maintain effective communication with stakeholders to promote safety and awareness regarding explosive ordnance risks.
Duties and Responsibilities: The duties and responsibilities of the EORE/NTS Coordinator include:
Strategic Leadership and Programme Oversight: Support the Head of HMA in setting the strategic direction for EORE and NTS, ensuring alignment with DRC's strategies and donor priorities.
Programme Design and Development: Provide technical inputs for fundraising, including developing budgets, workplans, and indicators for NTS and EORE activities.
Localisation and Partnership Development: Assess national HMA partners and develop capacity-building plans.
Planning, Coordination, and Context Analysis: Ensure DRC SOPs are aligned with international standards and advise on management practices.
Implementation of EORE and NTS: Analyze context and maintain oversight of EORE sessions and methodologies.
Community Engagement: Provide technical oversight for community liaison activities and develop communication strategies.
Reporting and Information Management: Set technical standards for documentation and reporting.
Procurement and Asset Management: Support procurement processes for EORE and NTS equipment.
People Management: Oversee EORE/NTS trainers and ensure capacity development for national staff. 1
External Engagement: Attend mine action meetings and liaise with stakeholders to establish networks for information exchange.
Required Qualifications: Candidates must possess a minimum of 5 years of relevant experience in humanitarian mine action, with demonstrated expertise in NTS and EORE at a senior technical level, supported by recognized technical certifications. They should have experience in strategic planning and program development, including technical inputs to proposals and budgets. A comprehensive understanding of IMAS, NMAS, and best practices in humanitarian mine action is essential, along with proven ability to influence and coordinate across departments and with external stakeholders. Experience in partner management and external engagement with donors and government stakeholders is also required. Candidates should demonstrate a commitment to DRC's integrated programming approach and possess excellent communication skills in English.
Educational Background: A master's degree in international development, humanitarian affairs, social sciences, or a related field is preferred. Additional qualifications in project management or adult education are considered advantageous.
Experience: The position requires a minimum of 5 years of relevant experience in humanitarian mine action, particularly in NTS and EORE at a senior technical level. Candidates should have a strong track record in program coordination and technical oversight, with experience in strategic planning and program development at the national level.
Languages: Fluency in English is mandatory, with advanced knowledge of Microsoft Office applications. Working knowledge of Ukrainian or Russian is considered an advantage, enhancing communication with local stakeholders and communities.
Additional Notes: The position offers a 12-month contract, contingent on performance and funding, following a successful 3-month probation period. It is classified as a non-management role with a designated duty station in Kyiv. The expected start date is July/August 202
