Job Overview:
The Impact Assessment Consultant will play a crucial role in the preparation of a comprehensive report that evaluates the impacts of 50 years of policy research conducted by IFPRI. This position requires a thorough review of previous evaluations and assessments, particularly focusing on the findings from the 40th anniversary report. The consultant will be responsible for synthesizing new information from independent impact assessments conducted between 2015 and 2019, as well as evaluations from CGIAR Research Programs. The consultant will work closely with IFPRI staff to ensure that the report accurately reflects the organization's contributions to policy research and its impacts over the decades. The final deliverable will include a synopsis chapter of approximately 4000 words, summarizing the key findings and insights from the research.

Duties and Responsibilities:
  • Conduct a detailed review of the 'Taking Stock: Impacts from 40 years of Policy Research at IFPRI' report to establish a foundation for the new report.
  • Collaborate with IFPRI staff to compile relevant evaluations and assessments of IFPRI's work from 2014 to 202
  • Analyze and incorporate findings from these evaluations into the new report.
  • Engage with external stakeholders to update the impacts identified in previous assessments, ensuring that the report reflects the most current information.
  • Draft and revise the synopsis chapter and main report, ensuring clarity, coherence, and adherence to IFPRI's standards.
  • Submit the synopsis by the deadline of December 2024 and the main report by March 15, 2025.

Required Qualifications:
Candidates must possess an MSc or PhD in economics, political science, evaluation science, or a related discipline that is pertinent to policy research and its impacts. Additionally, candidates should have at least 10 years of post-graduate experience in relevant fields, demonstrating a strong familiarity with IFPRI's work and a proven track record in conducting impact assessments. Excellent writing skills are essential for this role, as the consultant will be responsible for producing high-quality written reports that effectively communicate complex findings to diverse audiences.

Educational Background:
A Master's degree (MSc) or Doctorate (PhD) in economics, political science, evaluation science, or a closely related field is required. The educational background should provide a solid foundation in research methodologies and analytical skills relevant to policy research and impact evaluation.

Experience:
The position requires a minimum of 10 years of post-graduate experience in fields related to policy research, evaluation, or impact assessment.
