Job Overview: The Management Service Officer position at WFP involves supporting the administration unit in the Central African Republic (CAR) under the general supervision of the unit head. The role focuses on strategic planning and resource management, particularly concerning fuel components within the Country Strategic Plans (CSP) and annual operational plans. The officer will be responsible for forecasting fuel consumption, preparing and monitoring the fuel budget, and ensuring the availability of fuel for operations. This position also entails overseeing the procurement, storage, distribution, and control of fuel, ensuring compliance with operational standards and safety regulations. The officer will collect and analyze data related to fuel consumption and produce regular analytical reports. Additionally, the role includes standardizing processes, ensuring compliance with organizational policies, and implementing health and safety measures in fuel management. The officer will also contribute to digitalization efforts and operational efficiency initiatives, support field missions, and respond to emergencies as needed.
Duties and Responsibilities: The Management Service Officer will have a range of responsibilities, including but not limited to:
Strategic Planning and Resource Management: Contributing to fuel-related planning within CSPs and operational plans, developing consumption forecasts, and participating in budget preparation and monitoring.
Operations and Inventory Management: Ensuring continuous fuel availability, supervising procurement, storage, distribution, and control of fuel, defining and monitoring stock thresholds, and ensuring product quality and compliance.
Monitoring, Analysis, and Reporting: Collecting and analyzing fuel consumption data, producing regular analytical reports on consumption, costs, trends, and anomalies.
Standardization and Compliance: Establishing and ensuring adherence to standard operating procedures (SOPs) for fuel management and ensuring compliance with organizational policies and standards.
Health, Safety, and Compliance: Ensuring adherence to occupational safety and health standards in fuel management, implementing risk prevention measures, and conducting regular facility inspections.
Digitalization and Innovation: Contributing to the digitalization of processes for improved efficiency and visibility.
Capacity Building: Supporting capacity-building initiatives within the organization.
Field Support: Providing support to field missions as required.
Required Qualifications: Candidates must possess excellent analytical and problem-solving skills, strong organizational and planning abilities, integrity in resource management, and effective communication and coordination skills. The ability to work under pressure in complex environments and a results-oriented mindset are essential. Candidates should also demonstrate initiative and a commitment to achieving organizational goals.
Educational Background: A bachelor's degree in a relevant field such as business administration, logistics, supply chain management, or a related discipline is required. Advanced degrees or certifications in these areas may be advantageous.
Experience: Candidates should have a minimum of three years of relevant professional experience in logistics, supply chain management, or a related field. Experience in humanitarian or development contexts, particularly in resource management and operations, is highly desirable. Familiarity with UN operations and procedures is a plus.
Languages: Fluency in French is mandatory, as it is the working language in the Central African Republic. Proficiency in English is an asset and may be beneficial for communication with international teams and stakeholders.
