The position of Consultant National-Expert en Genre et droit humains involves conducting a decentralized evaluation of the outcomes of the UNDP Country Programme in Burundi for the period 2024-202
  • This evaluation will assess the effects of the program's objectives and their impact on gender and human rights. The consultant is expected to deliver a comprehensive report that outlines the findings of the evaluation, providing insights and recommendations for future programming. The role requires a deep understanding of gender issues and human rights within the context of Burundi, as well as the ability to analyze and synthesize complex information into actionable recommendations. The consultant will work closely with UNDP staff and stakeholders to ensure that the evaluation is aligned with the organization's goals and objectives, and that it meets the required standards of quality and rigor.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a thorough evaluation of the UNDP Country Programme in Burundi, focusing on the outcomes related to gender and human rights.
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards.
  • Collect and analyze data from various sources, including interviews, surveys, and document reviews.
  • Engage with stakeholders, including government officials, civil society organizations, and beneficiaries, to gather insights and perspectives on the program's impact.
  • Prepare a detailed evaluation report that includes findings, conclusions, and recommendations for future programming.
  • Present the evaluation results to UNDP staff and stakeholders, facilitating discussions on the implications of the findings.
  • Ensure that the evaluation process is transparent and participatory, incorporating feedback from stakeholders throughout.

Required Qualifications:
The position requires the following qualifications:
  • A strong background in gender studies, human rights, or a related field.
  • Proven experience in conducting evaluations, particularly in the context of international development.
  • Familiarity with UNDP's programming and evaluation standards.
  • Excellent analytical and critical thinking skills, with the ability to synthesize complex information.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Educational Background:
Candidates should possess at least a Master's degree in gender studies, human rights, international development, or a related field. A PhD in a relevant discipline would be an advantage, as it demonstrates a higher level of expertise and research capability.

Experience:
The consultant should have a minimum of 5 years of relevant experience in gender and human rights issues, with a proven track record of conducting evaluations in similar contexts. Experience working with UN agencies or international organizations is highly desirable, as it indicates familiarity with the operational frameworks and standards of these entities.

Languages:
Fluency in French is mandatory, as the evaluation will be conducted in a Francophone context. Proficiency in English is also desirable, as it may be necessary for report writing and communication with international stakeholders. Knowledge of local languages spoken in Burundi would be an asset, enhancing engagement with local communities.
