Job Overview:
The IT Consultant position is designed to enhance the ASYCUDA (Automated System for Customs Data) platform by mapping it to regional requirements. The consultant will work remotely and is expected to contribute to the efficient implementation of software enhancements, ensuring that the platform meets the operational needs of customs authorities in Eastern Europe and Central Asia. The role involves a combination of technical support, quality assurance, and system monitoring, with a focus on maintaining data integrity and security" style="border-bottom: 1px dotted #007bff !important;">security. The consultant will also be responsible for designing test scenarios and analyzing results to ensure that the solutions delivered align with both functional and technical requirements. This position is crucial for the ongoing development and improvement of the ASYCUDA system, which plays a vital role in facilitating trade and customs operations in the region.

Duties and Responsibilities:
The consultant will undertake a variety of duties under the supervision of the UNCTAD ASYCUDA Regional Coordinator. Key responsibilities include:
  • Implementing software enhancements that involve databases, workflows, interfaces, business rules, and reporting requirements, ensuring that all developments are consistent with ASYCUDA standards.
  • Designing test scenarios, creating test data, and establishing test bases to analyze results effectively.
  • Identifying defects in the system and following up on corrective actions to ensure that the solutions meet the agreed functional and technical requirements.
  • Contributing to system monitoring and quality assurance processes, as well as documentation and knowledge management activities.
  • Creating additional features for the ASYREC environment and working on extensions of ASYCUDA modules.
  • Testing new developments from the ASYCUDA team and performing other technical support tasks as needed to ensure the smooth operation of the system.

Required Qualifications:
Candidates must possess a first university degree, specifically a Bachelor's degree in computer science, IT technology, engineering, mathematics, or a related field. Additionally, at least 2 years of work experience in the ICT sector, particularly in IT programming, is required. Experience working within an ICT unit of a governmental agency or an international organization is considered an advantage, as it provides valuable insights into the operational context of the role.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as computer science, information technology, engineering, or mathematics. This foundational knowledge is essential for understanding the complexities of software development and implementation within the ASYCUDA framework.

Experience:
The position requires a minimum of 2 years of professional experience in the ICT sector, specifically in roles that involve direct engagement with IT programming. This experience should demonstrate the candidate's ability to handle technical tasks and contribute effectively to software development projects. Familiarity with the workings of governmental agencies or international organizations is beneficial, as it enhances the candidate's understanding of the regulatory and operational environment in which the ASYCUDA system operates.
