Job Overview: The position of Recruitment Consultant DRA for Mini-Grids involves a critical role in the preparation for digital transformation in Madagascar's energy sector. The consultant will be responsible for conducting a diagnostic assessment of the current state of digital readiness and developing a national digitalization strategy specifically for mini-grids. This role requires a deep understanding of the energy sector, particularly in relation to mini-grids, and the ability to analyze and propose solutions that align with national policies and international best practices. The consultant will work closely with various stakeholders, including government agencies, private sector players, and local communities, to ensure that the digitalization strategy is comprehensive and inclusive. The consultant's work will contribute to enhancing the efficiency and sustainability of energy delivery in Madagascar, ultimately supporting the country's development goals.
Duties and Responsibilities:
Conduct a thorough diagnostic assessment of the current digital landscape related to mini-grids in Madagascar, identifying gaps and opportunities for improvement.
Engage with key stakeholders to gather insights and perspectives on the digitalization needs and challenges faced by the mini-grid sector.
Develop a comprehensive national digitalization strategy for mini-grids that outlines clear objectives, actions, and timelines.
Review and revise existing regulations and policies governing electricity pricing and related fees to align with the proposed digitalization strategy.
Prepare detailed reports and presentations to communicate findings and recommendations to UNDP and relevant stakeholders.
Facilitate workshops and meetings to discuss the strategy and gather feedback from stakeholders.
Ensure that the strategy incorporates best practices and lessons learned from other countries and regions.
Provide ongoing support and guidance to UNDP and stakeholders during the implementation phase of the strategy.
Required Qualifications:
Proven experience in consulting or advisory roles related to energy, digital transformation, or infrastructure development.
Strong analytical skills with the ability to assess complex situations and propose actionable solutions.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the regulatory and policy environment in Madagascar, particularly in the energy sector.
Demonstrated ability to work independently and manage multiple tasks effectively.
Educational Background: A minimum of a Master's degree in a relevant field such as Energy Management, Environmental Science, Information Technology, or Public Policy. Additional certifications or training in digital transformation or energy systems will be considered an asset.
Experience: At least 5 years of professional experience in consulting, project management, or policy development related to energy systems, digital transformation, or infrastructure projects. Experience working in Madagascar or similar contexts is highly desirable.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Madagascar. Proficiency in English is also desirable, as it may be required for reporting and communication with international stakeholders. Knowledge of local languages would be an advantage.
Additional Notes: This position is for an individual contractor and is not open to firms or consulting companies. The duration of the mission is expected to be 60 days, and the consultant will be required to submit their proposal directly through the UNDP supplier portal. The consultant must ensure that they have a registered profile on the portal to participate in the bidding process. This role is remote, allowing for flexibility in work location.
