Job Overview:
The National Consultant will play a pivotal role in providing technical assistance for the development of a Draft Circular on the Health Sector Statistical Indicator System in Viet Nam. This position is crucial as it aligns with the Ministry of Health's (MOH) efforts to revise Circular No. 23, which governs health statistical reporting. The consultant will be responsible for reviewing and updating the health statistical indicator system to ensure it meets current legal, institutional, and technical requirements. This includes adapting to the new two-tier local government model and addressing the needs of newly established health units. The consultant will work under the direct supervision of WHO technical staff and collaborate with various stakeholders to ensure the successful completion of the assignment. The role requires a deep understanding of health information systems and the ability to engage with multiple stakeholders to gather input and feedback for the revision process.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including:
  • Drafting an implementation review report of Circular No. 23, which involves analyzing past performance, identifying gaps, and laying the groundwork for revisions. This includes initial consultations with MOH departments and WHO technical officers.
  • Producing the first complete draft of the Circular annexes, which will involve updating the statistical indicator system, revising primary recording registers, and organizing stakeholder meetings.
  • Developing a second draft Circular package that incorporates feedback from various ministries and stakeholders, preparing a comprehensive comment-response matrix, and ensuring all documents are ready for legal appraisal.
  • Finalizing the Circular document for official promulgation, ensuring all technical and legal inputs are addressed. The consultant will also be responsible for maintaining communication with stakeholders throughout the process to ensure alignment and consensus on the revisions.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or higher) in Public Health, Health Policy, Statistics, Epidemiology, Mathematics, Public Administration, Law, or related disciplines. A degree or training in applied statistics is desirable. Additionally, candidates should have strong project management and organizational skills, as well as excellent written and spoken English and Vietnamese. Familiarity with health information systems and statistical software is also beneficial.

Educational Background:
The position requires an advanced university degree, specifically a master's degree or higher, in relevant fields such as Public Health, Health Policy, Statistics, Epidemiology, Mathematics, Public Administration, or Law. Candidates with additional training in applied statistics will have an advantage, as this knowledge is pertinent to the role's responsibilities.

Experience:
A minimum of 10 years of relevant experience in public health or statistics is essential for this position. Candidates should have a proven track record in developing statistical indicator sets and formulating statistical policies. Experience with health information systems and statistical software is desirable, as it will enhance the consultant's ability to perform the required tasks effectively.

Languages:
Proficiency in both English and Vietnamese is mandatory for this position. Strong written and spoken communication skills in these languages are essential for engaging with stakeholders and producing high-quality reports and documentation. Additional language skills may be considered an asset but are not required.

  • The consultant will work remotely and is not expected to travel. The remuneration for this position is set at $180 per day, based on the VNM3 level in the EU-UN cost norm for 202
