Job Overview: The Finance and Budget Officer will play a crucial role in the financial management and budgetary processes of the CDPMO. This position requires a deep understanding of financial principles and practices, as well as the ability to analyze and prepare budgets in accordance with legislative mandates. The officer will be responsible for reviewing and finalizing the medium-term plan, ensuring that it aligns with departmental submissions and intergovernmental recommendations. The role also involves preparing detailed budget proposals, managing budget implementation, and providing substantive support to intergovernmental bodies during budget reviews. The officer will need to maintain compliance with UN policies and procedures while ensuring that financial resources are allocated efficiently and effectively to support the organization's goals.
Duties and Responsibilities: The Finance and Budget Officer will undertake a variety of responsibilities, including: reviewing and finalizing the medium-term plan and its revisions; providing substantive support to intergovernmental bodies; ensuring legislative mandates are accurately reflected in program budgets; preparing and analyzing cost estimates and budget proposals; managing budget implementation and reallocating funds as necessary; monitoring expenditures to ensure compliance with authorized levels; administering extra-budgetary resources; preparing budget performance submissions and reports; providing guidance and training to staff on budgetary policies; participating in inter-departmental meetings; drafting reports and official documentation; conducting research and analysis of budgetary policies; acting as Certifying Officer under Financial Rule 110.4; ensuring the integrity of financial systems; and representing the division in various meetings.
Required Qualifications: Candidates must possess a strong knowledge of financial and budgetary principles and practices, as well as experience in budget development and financial administration. The ability to formulate new strategies and technical approaches to budgetary matters is essential. Candidates should demonstrate professionalism, efficiency, and a commitment to gender equality in their work. Strong analytical skills and the ability to interpret data for decision-making are also required. Additionally, candidates should have excellent communication skills to convey information effectively to management and stakeholders.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of financial management and budgetary processes within the UN framework.
Experience: Candidates must have at least seven years of progressively responsible experience in finance, administration, budget, or business administration. A minimum of five years of experience in financial analysis and reporting is required, along with at least three years of experience with finance and budget modules of ERP systems. Additionally, candidates should have experience coordinating budget-related activities and preparing financial documents, as well as experience in administering extra-budgetary funded projects and drafting financial policies within the UN or similar organizations.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat. Proficiency in multiple languages can enhance communication and collaboration within the diverse UN environment.
