Job Overview:
The VNU national Ingénieur en construction will support UNICEF Togo in the preparation, technical monitoring, and quality control of construction works. This role involves close coordination with technical study offices, implementing companies, and government partners. The engineer will be responsible for preparing construction documents, managing the quality of work, and ensuring effective communication with local stakeholders. The position requires a proactive approach to guarantee that UNICEF meets its obligations during the design, implementation, and quality monitoring phases of construction projects. The engineer will also oversee contracts and supervise the work of implementing engineers, ensuring compliance with timelines and quality standards.

Duties and Responsibilities:
The engineer will be tasked with developing and implementing monitoring processes for construction work to ensure quality and cost-effectiveness. Responsibilities include tracking recommendations related to contract management, ensuring effective communication between construction sites and UNICEF, and supporting the preparation of construction plans and estimates. The engineer will verify execution plans and calculations provided by contractors, inform UNICEF and partners of any site-related issues, and ensure compliance with execution schedules. Additionally, the engineer will conduct quality control checks on materials used and report any problems encountered during construction. The role also involves preparing activity reports and participating in technical receptions of completed works, as well as engaging in activities that enhance the performance of the supply and logistics unit.

Required Qualifications:
Candidates must demonstrate a strong understanding of UNICEF's operations and possess relevant technical knowledge. They should exhibit discretion, political sensitivity, and the ability to coordinate with various stakeholders. The role requires a high degree of autonomy, initiative, and the capacity to manage information objectively and confidentially. Candidates should also show a commitment to ethical standards and the values of the UN and UNICEF, including integrity, teamwork, and respect for diversity.

Educational Background:
A degree in civil engineering or a related field is required for this position. Candidates should have a solid foundation in construction management and quality assurance processes, as well as familiarity with relevant regulations and standards in the construction industry.

Experience:
Candidates should have a minimum of several years of experience in construction engineering, particularly in managing and supervising construction projects. Experience working with international organizations or NGOs is highly desirable, as is familiarity with the local context in Togo.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Togo. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
This is a national volunteer position based in Lomé, Togo, with frequent missions to various regions, particularly the Savanes and Kara regions. The volunteer will be responsible for organizing their own accommodation and essential living arrangements. The position requires adherence to the highest standards of conduct and integrity, with a strict prohibition against any form of sexual exploitation and abuse. Volunteers are expected to engage with local communities and promote the principles of volunteerism.
