Job Overview:
The Data Warehouse Officer position at the EIB involves designing, developing, optimizing, and maintaining ETL (Extract, Transform, Load) processes that supply the EIB Group’s Data Warehouse and Data Lake platforms with high-quality data. This role is pivotal in enhancing the performance, reliability, and accuracy of data pipelines, which are essential for supporting the Bank’s strategic initiatives. The officer will ensure that the data management practices align with industry best practices, technological advancements, and evolving regulatory standards. The position requires regular office presence at the EIB headquarters in Luxembourg, and the successful candidate will work closely with various internal and external stakeholders to optimize service levels and stay updated on best practices in data management.

Duties and Responsibilities:
The Data Warehouse Officer will be responsible for ensuring that the EIB Group's Data Warehouse and Data Lake platforms comply with IT policies and meet qualitative and quantitative objectives. Key responsibilities include organizing and leading complex business requirement analyses, producing business cases for IT solutions, leading IT projects to ensure timely delivery within scope and budget, and writing project documentation such as project charters and functional designs. The officer will build and maintain ETL jobs according to best practices, establish metrics for monitoring data extraction improvements, and provide timely support services to end-users. Additionally, the officer will offer expert advice on Data Warehouse and Data Lake activities, participate in special initiatives beyond their domain, and ensure the realization of these initiatives within set parameters.

Required Qualifications:
Candidates must possess a university degree (minimum equivalent to a Bachelor) in Information Technology, Mathematics, Finance, or related fields. A minimum of 5 years of relevant experience in IT is required, particularly in data extraction management within the Data Warehouse/Data Lake domains, ideally in the financial services sector and in an international context. Excellent knowledge of project management principles and strong working experience in Public Cloud environments (AWS, GCP, Azure) are essential. Candidates should also have strong technical knowledge of ETL tools (such as IBM Infosphere Datastage, Talend, Informatica) and reporting tools (like MS-Power BI). Familiarity with Data Lake solutions and experience in creating and implementing business rules for Enterprise data warehouses are also required.

Educational Background:
The educational background required for this position includes a university degree, preferably in Information Technology, Mathematics, Finance, or related fields. This foundational knowledge is critical for understanding the complexities of data management and the technical aspects of ETL processes.

Experience:
The position requires at least 5 years of relevant experience in IT, specifically in data extraction management. Candidates should have a proven track record in the Data Warehouse/Data Lake fields, ideally within the financial services sector, and experience working in an international context is highly valued. This level of experience is necessary to ensure that the officer can effectively manage and optimize data processes and contribute to the Bank's strategic initiatives.

Languages:
Proficiency in English and/or French is mandatory, with a good command of the other language. Knowledge of additional EU languages would be advantageous. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The EIB offers appropriate training support to help employees achieve the required language proficiency.
