Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a unique partnership convened by the United Nations Environment Programme (UNEP) that brings together governments, intergovernmental organizations, private sector representatives, and civil society members. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The coalition aims to mobilize action to improve air quality and mitigate climate change, with a particular emphasis on fast action and collaboration across various sectors. The CCAC operates globally, with a mission to enhance the capacity of governments and stakeholders to implement effective air quality management strategies. As of October 2023, the CCAC is also providing secretariat services to the Global Methane Pledge, further expanding its reach and impact in the field of climate action. The CCAC's initiatives, including the recently launched 'Clean Air Flagship' for 2024-2026, aim to save lives, slow climate change, and maximize co-benefits for economic development and quality of life. The coalition is committed to promoting integrated air quality and climate planning through the development of resources and platforms that support effective governance and action.

Job Overview:
The CCAC AQMx Non-Road Machinery and Stationary Engines Expert will be responsible for drafting a comprehensive Sectoral Guidance paper of approximately 8,000 words. This paper will serve as a critical resource for stakeholders involved in the design and implementation of clean Non-Road Machinery and Stationary Engines programs. The expert will identify at least 30 supporting resources, including reports, scientific publications, and tools, to be included in the AQMx Resource Exchange Library. The guidance will provide actionable recommendations and highlight successful initiatives that can be replicated and scaled up. The role requires collaboration with various stakeholders, including governments and researchers, to ensure that the findings are accurate and grounded in the latest knowledge in the sector. The expert will also be expected to conduct consultations with relevant parties to gather insights and feedback on the guidance being developed.

Duties and Responsibilities:
  • Develop a Sectoral Guidance paper on clean Non-Road Machinery and Stationary Engines, providing concrete and actionable guidance to AQMx users.
  • Conduct consultations with the CCAC Heavy-Duty Vehicles and Engines Hub, the CCAC Clean Air Task Team, and the AQMx Technical Advisory Group to gather inputs and comments on the Sectoral Guidance.
  • Identify a minimum of 30 relevant resources, including reports, scientific publications, databases, and tools, for approval by the Secretariat team for upload to the AQMx Resource Exchange Library.
  • Collaborate closely with the Secretariat Team to deliver the Sectoral Guidance and prepare launch materials, including a PowerPoint presentation and key messages.
  • Provide an overview of the health, climate, ecosystem, agricultural, and other impacts of Non-Road Vehicles and Stationary Engines.
  • List the type of data or information needed to support action on Non-Road Machinery and Stationary Engines and identify sources for this information.
  • Break down the design, implementation, enforcement, monitoring, and evaluation of improved Non-Road Machinery and Stationary Engines into actionable steps.
  • Investigate relevant business models and financing options available to national and/or local authorities.
  • Consider socio-economic equity, gender, and inclusion of vulnerable groups in the guidance. 1
  • Highlight successful initiatives, best practices, and case studies in clean Non-Road Machinery and Stationary Engines.

Required Qualifications:
- A Master's-level university degree in engineering, agronomy, environmental management, technology, sciences, economics, or a related field. - A minimum of 5 years of professional and/or scientific experience related to Non-Road Vehicles and Stationary Engines, as documented in the CV. - At least 5 years of experience in research or practical implementation of clean Non-Road Vehicles and Stationary Engines in collaboration with governments and implementers. - Demonstrated experience with business models for clean Non-Road Vehicles and Stationary Engines through direct project engagement. - Proven experience in preparing reports on Non-Road Vehicles and Stationary Engines, with a reference to one report authored or co-authored in the last 3 years. - Experience in preparing and delivering presentations. - Expertise in Non-Road Vehicles and Stationary Engines. - Experience working in developing countries and understanding various country contexts. - Ability to produce clear, accessible, and concise scientific and technical reports for policymakers.

Educational Background:
Candidates must possess a Master's-level university degree in a relevant field such as engineering, agronomy, environmental management, technology, sciences, or economics. This educational background is essential to ensure that the expert has the necessary theoretical knowledge and practical understanding of the complexities involved in clean Non-Road Machinery and Stationary Engines.

Experience:
The position requires a minimum of 5 years of professional and/or scientific experience specifically related to Non-Road Vehicles and Stationary Engines. This experience should be well-documented in the candidate's CV and should include both research and practical implementation aspects. The candidate should also have experience working with governments and implementers in the field of clean Non-Road Vehicles and Stationary Engines, demonstrating a comprehensive understanding of the challenges and opportunities in this area.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Additionally, knowledge of other UN official languages is considered an asset, which may enhance communication and collaboration with diverse stakeholders in the international context.
