Job Overview:
The Human Resources Associate position is a critical role within UNRWA's complementary personnel section. The incumbent will assist the HR Specialist in managing the complementary personnel profile and supporting recruitment efforts. This position is essential for regularizing the HR function and establishing a fixed-term post. The incumbent will report to the Head of the Area Complementary Personnel Services Section at UNRWA's headquarters in Amman. The role involves providing comprehensive HR services, including data management, recruitment support, and administrative coordination. The HR Associate will play a vital role in ensuring the smooth operation of HR functions, contributing to the overall effectiveness of the agency's personnel management.

Duties and Responsibilities:
The Human Resources Associate will be responsible for a variety of tasks, including but not limited to:
  • Supporting data management, review, research, and archiving of complementary personnel files, which include consultants, interns, volunteers, and gratis personnel.
  • Assisting in the data management for the Junior Professional Officer (JPO) Programme, including data cleansing and accurate data entry into the Human Resource Management (HRM) system.
  • Reviewing data and transactions related to HR services on the Human Resources Information System, supporting system improvements, and resolving discrepancies in coordination with other staff members.
  • Monitoring and reporting on HR statistics, ensuring data entry accuracy, and providing initial approval for data submissions.
  • Developing, maintaining, and updating relevant databases or spreadsheets, and preparing statistical reports as requested.
  • Assisting in day-to-day recruitment operations, including preparing job openings, screening applicants, inviting candidates for tests and interviews, and participating in interviews as an HR ex-officio.
  • Coordinating administrative arrangements for recruitment processes, including archiving and preparing statistical reports.
  • Conducting research, extracting relevant facts, and analyzing information to support HR actions and projects.
  • Drafting responses to various correspondences and queries as assigned, and producing a wide variety of documents and reports using standard word processing packages. 1
  • Coordinating with other units within the department or with other departments regarding HR functions, and preparing regular and ad-hoc reports, including basic translations from Arabic to English and vice versa. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree in human resources management, psychology, public or business administration, or a related behavioral science field. Additionally, candidates should have at least two years of relevant experience in human resources management within governmental, international, or medium to large commercial organizations. Experience in recruitment processes is also required. Proficiency in standard computer applications, HR systems, dashboards, and MS Excel is essential. Candidates must also indicate their current involvement in any outside activities, which may include employment, freelance consulting, board memberships, public speaking, teaching, or voluntary work.

Educational Background:
The educational background required for this position includes a university degree in human resources management, psychology, public or business administration, or a related behavioral science field. This educational foundation is crucial for understanding the principles and practices of human resources management and effectively applying them in a professional setting.

Experience:
Candidates are expected to have a minimum of two years of relevant experience in human resources management. This experience should include the application of knowledge acquired in HR practices, particularly in recruitment and personnel management. Experience in governmental, international, or medium to large commercial organizations is preferred, as it provides a solid understanding of HR functions in diverse environments.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of proficiency as per the UN Language Framework. Candidates should demonstrate their ability to read, write, listen, and speak in English at a Level II proficiency. Knowledge of French is considered an asset but is not mandatory.

Additional Notes:
This position is offered as a Limited Duration Contract (LDC), Band E, with a contract duration until December 31, 2026, and the possibility of extension based on funding availability, satisfactory performance, and ongoing need. The monthly basic salary for this position is JD 897.00, and additional benefits include compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. Employees are entitled to two days of sick leave for each complete month of service and 12 weeks of maternity leave. This job opening is open to both internal and external candidates, but only those residing in Jordan and within commuting distance of the duty station with authorization to work in Jordan are eligible to apply. The agency will not facilitate work permits, and candidates must have valid authorization to work at the time of application. Preference will be given to registered Palestine refugees and candidates who can assist the agency in achieving gender parity.
