Job Overview: The Senior Financial Management Specialist position is a critical role within the Public Financial Management Division (PFFM) of the Procurement, Portfolio, and Financial Management Department at ADB. This position is based in the Bangladesh Resident Mission (BRM) in Dhaka and involves providing technical guidance and advice on financial management and financial due diligence (FDD) for sovereign operational activities. The specialist will lead efforts to assess and strengthen financial management systems and capacities in developing member countries (DMCs), ensuring compliance with ADB policies and guidelines. Duties and Responsibilities: As a Senior Financial Management Specialist, the incumbent will be responsible for a wide range of duties, including: providing technical guidance and analysis on financial management and FDD issues; supporting the development and implementation of financial management guidelines; advising sovereign operations teams on financial management strategies; proposing areas for streamlining and automation; conducting financial management assessments of executing and implementing agencies; preparing financial projections and conducting financial analyses; leading financial evaluations and proposing mitigation measures for identified risks; ensuring compliance with ADB's financial management and audit requirements; conducting diagnostics and strengthening financial management systems; designing and implementing capacity building programs; and overseeing the performance of reporting staff. The specialist will also participate in project preparation and review missions, ensuring quality control of financial management inputs and documentation, and engaging in knowledge sharing activities with counterparts.
Required Qualifications: Candidates for the Senior Financial Management Specialist position must possess a Master's degree in Business, Finance, Commerce, or a related field. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. A professional accounting qualification from an internationally recognized institution affiliated with the International Federation of Accountants (IFAC) is required. Additionally, candidates should have at least 10 years of relevant professional experience in financial management or a related area, preferably with international experience across ADB's DMCs.
