Job Overview:
The Protection Officer - Monitoring will play a crucial role in implementing protection monitoring activities in Debark and Dabat, Ethiopia. Under the technical supervision of the Protection Specialist and Protection Team Leader, the officer will be responsible for planning and conducting protection monitoring visits within communities. This includes data collection, encoding, and the referral of individuals at risk. The officer will also share information and report on protection trends and risks identified during monitoring activities. Furthermore, the position entails providing direct assistance and support to individuals with specific needs, contributing to other protection activities that DRC is implementing in the area. The role requires a proactive approach to identifying protection risks and developing strategies to mitigate them, ensuring that all activities align with international standards and best practices.

Duties and Responsibilities:
The key responsibilities of the Protection Officer - Monitoring include: developing a work plan for protection monitoring activities, ensuring implementation aligns with international standards and DRC guidelines, conducting protection monitoring activities according to the work plan and budget, contributing to the development and review of monitoring tools, supporting community workers in data collection, collaborating with the protection manager to analyze protection trends, conducting service and resource mapping, identifying individuals with specific needs for referral, conducting community awareness raising, maintaining relationships with stakeholders, mobilizing communities, supporting community-based structures, engaging in response plan development, representing DRC in community engagements, ensuring ethical data collection, and contributing to project documentation and reporting.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a mid-level position within humanitarian response and refugee/IDP protection, preferably with an international NGO, UN agency, or relevant local authority. Strong communication skills in English and local languages are essential, along with the ability to conduct interviews, facilitate discussions, and write reports. Experience in protection monitoring or assessments using online data collection tools is required, as well as good data collection, analysis, and reporting skills. Candidates should demonstrate strong planning, organizational, and problem-solving abilities, with a commitment to integrity and meeting deadlines under pressure. Proficiency in Microsoft Office, including Word and Excel, is also necessary.

Educational Background:
A university degree in social sciences, law, social work, international development, or a related field from a recognized institution is required for this position. Relevant certifications or licenses may also be beneficial.

Experience:
The position requires a minimum of 3 years of relevant experience in humanitarian response and protection, particularly in roles that involve direct engagement with displaced or conflict-affected populations. Candidates should have a proven track record of working effectively in challenging environments and demonstrating the ability to adapt to changing circumstances.

Languages:
Fluency in English, both spoken and written, is mandatory. Proficiency in local languages is also required to effectively communicate with community members and stakeholders.

The contract for this position is for a duration of 10 months, classified as a National Contract under Band H2 – Non-Management. The designated duty station is Debark/Dabat, Ethiopia, with a start date of August 1, 202
