Job Overview: The E T Consultant position is part of the Development Economics (DEC) Vice Presidency at the World Bank, which serves as the primary hub for the Bank's knowledge system. The DEC is responsible for generating and disseminating knowledge related to economic development and poverty reduction. The consultant will specifically work within the Development Economics Planet (DECPT) unit, which focuses on providing intellectual leadership and technical assistance on issues related to agriculture, environmental management, climate, infrastructure, and urbanization. The role involves supporting ongoing impact evaluations under the AgriConnect initiative in Kenya, which aims to improve the lives of farmers through evidence-based policy making. The consultant will collaborate with various stakeholders, including economists, research officers, and field coordinators, to ensure high-quality data collection and analysis, contributing to the development of new policy insights and effective approaches to resilience and ecosystem protection.
Duties and Responsibilities: The E T Consultant will have a central role in executing and coordinating data collection and analysis efforts in Kenya. Key responsibilities include:
Contributing to programmatic engagements and research agenda development at both the pillar and country program levels.
Ensuring effective communication and coordination among members of the Impact Evaluation, Government, and Bank project teams.
Developing relationships with relevant partners to understand their operational questions and capacity needs for implementing impact evaluations.
Monitoring program implementation to maintain the integrity of the impact evaluation design through close follow-up with field teams.
Supporting the development of experimental research designs and supervising field projects.
Mentoring Short-Term Consultants and ensuring adherence to quality standards by research assistants and field coordinators.
Managing all stages of data collection activities, including procurement, survey design, sampling, training, and quality assurance.
Drafting and providing inputs for dissemination products for various audiences, including internal stakeholders and external partners.
Consolidating raw datasets into final datasets for analysis in a consistent manner. 1
Delivering capacity-building and training activities for government and academic institutions.
Required Qualifications: Candidates must possess a Master’s degree in economics, public policy, statistics, or a related field, along with at least 2 years of relevant experience in quantitative research and analytical work. Technical expertise in impact evaluation design and implementation is essential. Advanced proficiency in statistical software such as Stata and/or R is required, with additional proficiency in Python and geospatial tools considered advantageous. Experience with electronic data collection software (e.g., ODK/SurveyCTO) is also required. Candidates should have experience supervising, mentoring, or teaching others in data or survey-related tasks, as well as experience in household survey design and implementation in developing countries. An understanding of analyzing complex surveys in these contexts is crucial, and coding experience in a team environment is highly desirable.
Educational Background: A Master’s degree in economics, public policy, statistics, or a related field is required for this position. This educational background provides the necessary foundation for understanding complex economic and statistical concepts that are critical for conducting impact evaluations and analyzing data effectively.
Experience: The position requires at least 2 years of relevant experience in quantitative research and analytical work. Candidates should have substantial experience related to impact evaluation data and coordination, particularly in a developing country context. This experience should include survey collection preparation and supervision, as well as technical skills in designing and analyzing prospective impact evaluations.
Languages: The mandatory language for this position is English, as strong written and oral communication skills in English are essential for presenting complex information clearly to diverse audiences. Additionally, proficiency in Swahili is preferred, as it may facilitate communication with local stakeholders and partners in Kenya.
