Duties and Responsibilities:
The consultant will undertake several key duties and responsibilities, including:
Required Qualifications:
The position requires a Master's degree in Development Studies, Monitoring and Evaluation (M&E), or a related field such as Economics, Public Policy, Social Sciences, or Project Management. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, a minimum of 7 years of experience with UN programmatic reviews, analysis, and evaluations is required. Knowledge of Least Developed Country (LDC) contexts is desirable, along with experience in complex multi-agency evaluations. Demonstrated expertise in gender-responsive evaluation methodologies and UN coordination systems is also essential, as well as expertise in governance, food systems, climate, and social sectors.
Educational Background:
Candidates must possess a Master's degree in a relevant field such as Development Studies, Monitoring and Evaluation, Economics, Public Policy, Social Sciences, or Project Management. A first-level university degree may be accepted if accompanied by sufficient relevant experience, specifically two additional years of qualifying experience in lieu of the advanced degree.
Experience:
The consultant must have a minimum of 7 years of relevant experience, particularly in UN programmatic reviews, analysis, and evaluations. Experience in conducting evaluations in complex multi-agency environments is essential, as is familiarity with the specific challenges faced by LDCs. The candidate should also have a strong background in gender-responsive evaluation methodologies and integrated programming approaches.
Languages:
Fluency in both oral and written English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

The position is part-time and expected to last for a duration of 2 months. - This position involves evaluating the relevance of the framework in light of emerging national and global shifts, particularly in Lesotho's changing development landscape. The consultant will be responsible for producing a comprehensive mid-term review report that incorporates stakeholder feedback and provides actionable recommendations for adaptive programming for the years 2026-202
- The review will focus on three strategic pillars: Good Governance and Social Equity, Equitable Food Systems, Environmental Sustainability and Climate Action, and People's Well-being and Economic Development. The consultant will work under the supervision of the UN Resident Coordinator and collaborate with various UN entities to ensure a cohesive approach to the review process.
Duties and Responsibilities:
The consultant will undertake several key duties and responsibilities, including:
- Assessing progress against the outcomes and outputs of the Cooperation Framework across all three strategic pillars.
- Evaluating the continued relevance of the Cooperation Framework in light of emerging national and global shifts, including economic fragility and climate vulnerability.
- Examining the coherence, efficiency, and effectiveness of UN Country Team (UNCT) inter-agency coordination mechanisms and collective accountability systems, such as joint planning and monitoring frameworks.
- Determining the validity of the Theory of Change in the context of evolving risks, including political instability and food system pressures.
- Assessing the current UNCT coordination architecture and its implications for normative support and policy engagement, and recommending necessary adjustments.
- Providing actionable recommendations for adaptive programming for 2026-2028, including opportunities for joint programs.
