Job Overview:
The position of Local Consultant involves providing technical expertise to support the update of the National Development Strategy (NDS) Human Capital Development pillar. This role requires close collaboration with the Child Rights Monitoring Specialist and the Director of the Strategic Planning Office at the Office of the Prime Minister, as well as UNICEF management. The consultant will ensure that the updates align with emerging priorities identified through the mid-term review process. Additionally, the consultant will support UNICEF Kosovo in mapping partners to strengthen child rights partnerships, focusing on leveraging public and private financing for children. This role positions UNICEF as a catalyst for broader investment in an upper-middle-income context, emphasizing the importance of strategic planning and partnership building in achieving child rights objectives.

Duties and Responsibilities:
The Local Consultant will be responsible for the following duties:
  • Provide technical expertise in updating the NDS Human Capital Development pillar, ensuring alignment with the mid-term review process.
  • Collaborate with UNICEF management and government partners to develop policies and frameworks for monitoring and evaluation.
  • Map potential partners to strengthen child rights partnerships and identify opportunities for resource mobilization.
  • Facilitate communication and collaboration among stakeholders to promote child rights initiatives.
  • Develop and implement strategies for leveraging public and private financing for children.
  • Support the capacity building of government partners in strategy planning and resource mobilization.
  • Prepare reports and documentation related to the consultancy's activities and outcomes.
  • Engage in continuous learning and adaptation of strategies based on emerging trends and feedback from stakeholders.

Required Qualifications:
The ideal candidate must possess the following qualifications:
  • A Master's degree in social science or a related field.
  • At least 7 years of professional experience in programme design, strategy and policy development, monitoring, and evaluation.
  • Demonstrated ability to develop policies and frameworks for monitoring and evaluation.
  • Experience in providing technical expertise to government partners and in partnership building.
  • Previous work experience with international organizations, particularly within the UN system, is highly desirable.
  • Strong process management skills, including facilitation and effective communication with stakeholders.

Educational Background:
Candidates must have a Master's degree in social science or a related field. This educational background is essential for understanding the complexities of child rights, policy development, and strategic planning necessary for the role.

Experience:
Candidates should have a minimum of 7 years of relevant professional experience. This experience should encompass programme design, strategy and policy development, as well as monitoring and evaluation. Previous work with international organizations, particularly in the context of child rights and development, will be considered an asset.

Languages:
Excellent writing and oral communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the regions in which UNICEF operates.
