Job Overview:
The position of International Consultant for the UN Country Analysis for Libya 2026 involves conducting a comprehensive analysis of Libya's socio-economic and political landscape to inform strategic planning and development objectives. The consultant will work closely with the Resident Coordinator's Office (RCO) and the UN Country Team (UNCT) to produce a high-quality, evidence-based document that assesses Libya's progress towards the Sustainable Development Goals (SDGs) and identifies key challenges and opportunities for development. The role requires a deep understanding of Libya's context, including governance, economic conditions, social issues, and environmental factors, as well as the ability to synthesize complex information into actionable insights. The consultant will also facilitate stakeholder engagement and ensure that the analysis reflects the perspectives of marginalized groups, thereby promoting inclusivity in the development process.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Data consolidation and analysis: Gathering and synthesizing existing assessments from various stakeholders to create a comprehensive and conflict-sensitive UN Country Analysis (UNCA) that reflects the current context and development trends in Libya.
  • Supporting foresight exercises: Preparing reports that summarize findings from foresight and system analysis exercises, highlighting emerging issues and their implications for Libya's development.
  • Drafting and editing: Collaborating with the UN Analytical Team to draft, edit, and finalize the UNCA, ensuring that it meets the required standards and incorporates diverse inputs.
  • Facilitating stakeholder participation: Coordinating inclusive consultations with key stakeholders, including government representatives, civil society, and marginalized groups, to validate the findings and recommendations of the UNCA. This participatory approach is essential for ensuring that the analysis is relevant and actionable.

Required Qualifications:
Candidates must possess a master's degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A PhD in a related area is desirable. Additionally, candidates should have a minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, or related fields. Proven experience in drafting or supporting Common Country Analyses, United Nations Country Analyses, or similar analytical products is required, along with strong analytical writing skills and the ability to synthesize complex information.

Educational Background:
The educational background required for this position includes a master's degree in a relevant field such as development studies, economics, political economy, public policy, international relations, social sciences, or public administration. A first-level university degree may be accepted in lieu of an advanced degree if accompanied by sufficient relevant experience. A PhD in a related area is considered an asset, indicating a higher level of expertise and research capability.

Experience:
The position requires a minimum of 10 years of progressively responsible professional experience in areas such as sustainable development analysis, strategic planning, policy analysis, or country assessments. Candidates should have demonstrated experience in drafting analytical products for the UN or similar organizations, as well as a strong understanding of the 2030 Agenda and the Sustainable Development Goals (SDGs). Experience working in conflict-affected or fragile settings is essential, as is the ability to apply systems thinking and causal analysis in complex environments.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, an excellent command of Arabic, both spoken and written, is highly desirable. Proficiency in these languages is crucial for effective communication and collaboration with stakeholders in Libya and for the successful completion of the UN Country Analysis.

Additional Notes:
The position is expected to last for a duration of 4 months. The consultant will work closely with the RCO Economist and the UN Analytical Team, reporting to the Head of Office.
