Job Overview: The Surveillance Expert (ARTAS) position is crucial for providing technical expertise and guidance on Communication, Navigation, and Surveillance (CNS) activities, particularly focusing on the Air Traffic Management Surveillance Tracker and Server (ARTAS). The selected candidate will oversee software development activities, ensuring that the ARTAS system evolves to meet user and stakeholder requirements. This role involves collaboration with external suppliers and stakeholders, contributing to technical documentation, and providing operational support on ARTAS-related topics. The candidate will also be responsible for staying updated on technological advancements and sharing knowledge within the organization, thereby enhancing the overall expertise and capabilities of the team.
Duties and Responsibilities:
Provide technical expertise and guidance on CNS activities, focusing on ARTAS.
Oversee and contribute to ARTAS software development activities, including coding reviews and acceptance tests.
Produce and contribute to technical documentation and reports, defining requirements for new system capabilities.
Collaborate with external suppliers and stakeholders, acting as an interface on ARTAS-related topics.
Participate in ARTAS user groups and relevant working groups.
Contribute to prototyping activities to assess potential improvements and provide recommendations.
Provide operational support by analyzing users’ trouble reports and contributing to corrective maintenance actions.
Stay updated on technological developments and share insights within the internal community.
Carry out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must meet one of the following educational and professional experience requirements:
Completion of third-level studies in a relevant domain (e.g., Computer Science, Physics, Engineering, Mathematics) at EQF level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant domain at EQF level 6, followed by at least 4 years of relevant professional experience. Candidates should also have experience in maintaining safety-critical software and its configuration control, as well as experience with a Surveillance Data Processing (SDP) system. Knowledge of software versioning tools and programming languages such as Ada, Python, or Java is essential, and familiarity with the ARTAS system is considered an asset.
Educational Background: A relevant educational background is required, specifically completion of third-level studies in fields such as Computer Science, Physics, Engineering, or Mathematics. The educational qualifications must meet the European Qualifications Framework (EQF) levels specified for the position, either level 6 or level 7, depending on the professional experience of the candidate.
Experience: The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include maintaining safety-critical software, working with Surveillance Data Processing systems, and familiarity with evaluation tools. Candidates should also have a proven track record in technical writing and analytical thinking, demonstrating their ability to analyze information and identify relationships effectively.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is the primary working language of the Agency. Additionally, candidates are required to become a basic user of French at level A1 before the end of the probation period. This language requirement is in line with the European-framework-reference Common European Framework of References for languages (CEFR).
Additional Notes: The position is classified as an Administrator role at job levels AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must reside in Brussels or a reasonable proximity to ensure satisfactory execution of duties. The working arrangement is hybrid, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted. Candidates must be nationals of EUROCONTROL Member States, and the selected candidate will undergo a probationary period of nine months. The appointment will be made in accordance with the Staff regulations governing officials of the EUROCONTROL Agency, and candidates will be placed on a reserve list for similar roles if not selected.
