Job Overview:
The Logistics Head of Department (Logistics HOD) is a senior member of the Country Senior Management Team, based in Juba, South Sudan, with regular travel to field bases. This role provides strategic leadership and operational management of logistics, procurement, supply chain, fleet management, ICT, and administration functions across the country office. The Logistics HOD is crucial in ensuring compliant, efficient, and accountable support services that enable quality program delivery in a complex and high-cost operating context. Reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the Logistics HOD leads the Logistics Department in delivering high-quality, donor-compliant support services across all operational locations in South Sudan. This includes oversight of procurement, warehousing, fleet, ICT, and administration, as well as management of the LINK ERP system and compliance with internal standards and donor-specific logistics and procurement requirements. The role also involves engaging with various stakeholders, including suppliers, freight forwarders, customs authorities, and other NGOs, to ensure effective logistics operations.

Duties and Responsibilities:
  • Strategy and Planning: Develop and implement a logistics strategy aligned with the country strategy and annual Country Financing Plans (CFP). Contribute to strategic decision-making and lead annual logistics planning, including procurement and fleet planning. Participate in design" style="border-bottom: 1px dotted #007bff !important;">program design to ensure logistics feasibility and risk analysis.
  • Procurement and Supply Chain Management: Oversee procurement processes in compliance with ACF policies and donor regulations. Ensure competitive procurement and maintain a supplier database. Manage import processes and monitor supply chain performance indicators.
  • Warehousing, Stock Management, and Asset Control: Serve as custodian of ACF warehouses, ensuring compliance with storage standards. Implement the Link ERP module for stock management and ensure audit readiness.
  • Fleet Management: Develop fleet management guidelines and ensure effective monitoring systems are in place. Manage vehicle rental contracts and oversee disposal of fleet assets.
  • ICT Management: Ensure reliable ICT infrastructure and implement information security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies. Support the rollout of the LINK ERP system.
  • Administration: Oversee administrative functions, ensuring cost-efficient management of facilities.
  • Compliance, Audit, and Risk Management: Lead logistics compliance framework and manage audit recommendations. Conduct compliance reviews and risk assessments.
  • Team Management and Capacity Building: Manage logistics team members, conduct field visits, and lead recruitment and capacity development efforts.
  • Coordination and Representation: Represent ACF in logistics forums and maintain relationships with suppliers and government counterparts. Provide regular reporting on logistics performance.

Required Qualifications:
A Bachelor’s degree in business, economics, supply chain management, humanitarian studies, or a related field is required. An advanced degree or professional qualification in logistics or supply chain management (CIPS or equivalent) is strongly preferred. Membership in a relevant professional supply chain body (e.g., CIPS) is an advantage. Candidates must have at least 5 years of senior-level humanitarian logistics experience, including Head of Department or equivalent roles, with significant experience in complex humanitarian operations, particularly in Africa and South Sudan. Demonstrated experience in managing large-scale procurement processes and knowledge of international humanitarian logistics systems and donor procurement regulations are essential. Strong analytical skills, excellent communication abilities, and a commitment to humanitarian principles are also required.

Educational Background:
Candidates must possess a Bachelor’s degree in business, economics, supply chain management, humanitarian studies, or a related field. An advanced university degree or professional qualification in logistics or supply chain management (CIPS or equivalent) is strongly preferred, along with membership in a relevant professional supply chain body.

Experience:
The position requires at least 5 years of senior-level humanitarian logistics and operational experience, including roles at the Head of Department level or equivalent. Candidates should have significant experience in complex humanitarian operations, particularly in Africa, with a strong preference for prior experience in South Sudan or similar conflict-affected environments. Experience managing large-scale procurement processes in compliance with major humanitarian donor regulations is also essential.

Languages:
Fluency in English (written and spoken) is mandatory. A working knowledge of Arabic is considered an added advantage, enhancing communication capabilities in the region.

This position involves significant travel to field locations under challenging security and environmental conditions. The employee must be physically fit to endure difficult situations, including long distances and basic living conditions. The role requires regular attendance of at least five days per week, with availability to work outside normal hours as needed.
