Job Overview:
The Financial Management Specialist position at the World Bank Group is designed for a highly motivated and experienced individual who will provide critical support in public financial management (PFM) for World Bank-financed operations in Sierra Leone. The role involves ensuring fiduciary assurance, developing technical assistance programs, and enhancing the government's public financial management systems. The successful candidate will be instrumental in fostering economic development and improving public financial management practices, working closely with various projects and programs. This position requires a deep understanding of the public financial management landscape in Sierra Leone and the ability to navigate complex financial systems to support the government's reform agenda effectively.

Duties and Responsibilities:
The Financial Management Specialist will have a comprehensive set of responsibilities, including: supporting compliance with World Bank financial management policies for operations in Sierra Leone; providing inputs throughout the project cycle for financial management systems; understanding and assessing the public financial management system in Sierra Leone; contributing to the development of Program for Results operations; advising on compliance with financial management policies; monitoring and resolving exceptions in the portfolio; implementing capacity-building plans; collaborating with governance teams on financial management assessments; conducting assessments of PFM country systems; preparing contributions to project documents; reviewing project implementation and financial reporting systems; communicating with stakeholders to ensure effective financial management; and providing ongoing technical support for governance-led operations. The specialist will also participate in missions and contribute to the identification, preparation, appraisal, and negotiation of projects.

Required Qualifications:
Candidates must possess a Master's degree in economics, public financial management, accounting, finance, business administration, or a related field. Additionally, at least five years of relevant experience in public financial management is required, preferably within the context of World Bank operations or other international development organizations. Strong knowledge of accounting principles and public financial management systems is essential, along with experience in fragile or low-capacity environments. Candidates should demonstrate strong analytical, problem-solving, and communication skills, and the ability to work effectively in multicultural teams. Fluency in English is mandatory, while a professional accounting qualification (e.g., CPA, ACCA) is preferred.

Educational Background:
The position requires a Master's degree in a relevant field such as economics, public financial management, accounting, finance, or business administration. This educational background is crucial for understanding the complexities of financial management and the economic landscape in which the World Bank operates.

Experience:
Candidates should have a minimum of five years of relevant experience in public financial management, particularly in recipient-executed operations.
