Job Overview:
The National Environmental Social & Climate Safeguards Consultant for the READ Project will play a crucial role in ensuring that environmental and social safeguards are effectively integrated into the project’s implementation. This position requires a deep understanding of environmental and social governance frameworks, particularly in the context of agricultural development in South Sudan. The consultant will be responsible for assessing potential environmental and social impacts of the project activities, providing recommendations for mitigation measures, and ensuring compliance with national and international standards. The consultant will also engage with stakeholders to promote awareness and understanding of environmental and social issues related to the project, thereby fostering a collaborative approach to sustainable development.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a comprehensive assessment of the environmental and social risks associated with the READ Project activities.
  • Develop and implement an Environmental and Social Management Plan (ESMP) that outlines mitigation measures and monitoring protocols.
  • Provide technical guidance on environmental and social safeguards to project staff and stakeholders.
  • Facilitate stakeholder consultations to gather input and feedback on environmental and social issues.
  • Monitor project activities to ensure compliance with the ESMP and relevant regulations.
  • Prepare reports on environmental and social performance and present findings to UNDP and other stakeholders.
  • Collaborate with local communities and organizations to promote sustainable practices and enhance project outcomes.

Required Qualifications:
Candidates must possess a strong background in environmental science, social sciences, or a related field. They should have a thorough understanding of environmental and social safeguards, particularly in the context of agricultural development. Experience working with international organizations, particularly in developing countries, is highly desirable. Strong analytical skills, excellent communication abilities, and the capacity to work collaboratively with diverse stakeholders are essential for this role.

Educational Background:
A minimum of a Master’s degree in Environmental Science, Social Sciences, Development Studies, or a related field is required. Additional certifications in environmental management or social safeguards will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of professional experience in environmental and social safeguards, with a focus on agricultural development projects. Experience in South Sudan or similar contexts will be an advantage. Proven track record of working with international organizations and familiarity with UNDP policies and procedures is preferred.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in South Sudan would be an advantage, as it would facilitate communication with local communities and stakeholders.

Additional Notes:
This position is offered as an individual contractor role, with an expected duration of 51 working days. The consultant will work remotely and will be required to submit regular progress reports to the UNDP Procurement Unit.
