Job Overview:
The Head of Financial Policies and Methodology Division is a pivotal role within the Finance Directorate of the EIB. This position requires a strong leader who can effectively manage the division while ensuring the implementation of robust financial strategies and policies. The successful candidate will be responsible for overseeing the development of methodologies that align with the EIB's risk appetite and financial objectives. This includes managing the division's activities related to loan pricing, asset liability management, and the development of hedging strategies. The role also involves close collaboration with various departments within the bank to ensure compliance with regulatory developments and to support the overall financial strategy of the EIB. The candidate will be expected to lead a team, fostering a culture of motivation and professional development, while also ensuring that the division meets its strategic goals and contributes effectively to the bank's mission.

Duties and Responsibilities:
  • Develop and maintain a strategic framework for the division's activities, ensuring alignment with the overall Finance Directorate strategy.
  • Propose and implement a comprehensive set of risk-adjusted metrics to support strategic decision-making.
  • Assist the Head of Department on regulatory developments and policy issues, ensuring effective translation and implementation of regulatory requirements.
  • Chair the Regulatory Committee of the Financial Directorate, coordinating contributions to policy initiatives and proposals.
  • Manage, motivate, and develop the staff within the division, ensuring they have the necessary competencies to deliver results.
  • Supervise and redesign division activities as necessary to enhance performance.
  • Ensure effective communication and cooperation within the division and across the Finance Directorate.
  • Represent the division in meetings with other EU institutions and financial counterparts, sharing knowledge and best practices.

Required Qualifications:
Candidates must possess a university degree in a relevant field, ideally supplemented by post-graduate studies or training. A minimum of 10 years of relevant professional experience is required, preferably in banking, financial institutions, or international organizations. Experience in treasury or capital markets, as well as financial risk management, is highly desirable. Candidates should have a solid understanding of financial products and markets, with the ability to implement action plans effectively. Expertise in capital market or banking regulations is essential, along with experience in managing and coaching staff in multicultural environments.

Educational Background:
A minimum of a Bachelor's degree in a relevant field is required, with a preference for candidates who have pursued further studies or specialized training in finance, economics, or a related discipline. Post-graduate qualifications or certifications in financial management or risk assessment would be advantageous.

Experience:
The ideal candidate should have at least 10 years of professional experience in relevant fields such as banking, financial institutions, or international organizations. Experience in treasury operations, capital markets, and financial risk management is particularly valuable. Proven experience in managing teams and projects in a multicultural environment is also essential, as is a track record of successfully implementing financial strategies and policies.

Languages:
Proficiency in English and/or French is required, with a good command of the other language. Knowledge of additional EU languages would be considered an advantage. Candidates must demonstrate their language skills, as proficiency in both English and French is necessary for career development within the EIB.

Additional Notes:
This is a full-time position at grade 7, offering a permanent contract. The role requires regular office presence at the EIB headquarters in Luxembourg. The bank provides relocation support for successful candidates. The recruitment process includes initial feedback in July, assessment centers for selected applicants in July/August, and panel interviews anticipated for August/September.
