Job Overview:
The position of National Consultant: MRV Data Systems is part of a project aimed at supporting Yemen in developing its Long-Term Low Emission Development Strategy (LT-LEDS) and establishing a Measurement, Reporting, and Verification (MRV) system for climate finance and support received. The consultant will be responsible for providing technical expertise and support in the design and implementation of MRV data systems that align with international standards and best practices. The role requires collaboration with various stakeholders, including government agencies, NGOs, and community organizations, to ensure the effective collection, analysis, and reporting of data related to climate finance. The consultant will also be expected to contribute to capacity-building efforts and provide training to local staff on MRV processes and tools.

Duties and Responsibilities:
  • Develop and implement MRV data systems that meet the requirements of the LT-LEDS project.
  • Collaborate with relevant stakeholders to identify data needs and establish data collection methodologies.
  • Analyze and interpret data related to climate finance and emissions reductions.
  • Prepare reports and documentation on MRV findings and recommendations.
  • Provide training and capacity-building support to local staff and stakeholders on MRV processes.
  • Ensure compliance with international standards and best practices in MRV.
  • Participate in project meetings and contribute to the overall project management and coordination efforts.
  • Provide technical advice and support to the project team as needed.
  • Monitor and evaluate the effectiveness of the MRV systems and make necessary adjustments. 1
  • Engage with local communities to raise awareness about the importance of MRV in climate finance.

Required Qualifications:
  • Advanced degree in environmental science, climate change, data management, or a related field.
  • Proven experience in developing and implementing MRV systems, preferably in the context of climate finance.
  • Strong analytical skills and experience with data analysis tools and software.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
  • Knowledge of international climate change frameworks and reporting requirements.
  • Familiarity with the socio-economic context of Yemen and its environmental challenges is an advantage.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in environmental science, climate change, data management, or a related field. A PhD in a relevant discipline may be considered an asset, particularly for candidates with extensive research experience in MRV systems or climate finance.

Experience:
A minimum of 5 years of professional experience in developing and implementing MRV systems, with a focus on climate finance and environmental data management. Experience working in the Middle East or similar contexts is highly desirable. Candidates should demonstrate a track record of successful project implementation and stakeholder engagement.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and communities. Knowledge of additional languages may be considered an asset.

Additional Notes:
The contract duration for this position is 60 working days over a period of five months. This is an individual contractor position, and the consultant will be expected to work remotely and on-site as required. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
