Job Overview: This position involves providing consultancy services for the design, consultation, and validation of a National Plan for the Environmentally Sound Management of Controlled Substances that are unwanted or no longer needed, specifically focusing on substances such as Ozone-Depleting Substances (ODS) and Hydrofluorocarbons (HFCs). The consultant will be expected to engage with various stakeholders to gather input and validate the proposed plan, ensuring that it aligns with national and international environmental standards and practices. The assignment is expected to last for a period of 180 days, during which the consultant will work closely with the UNDP and relevant governmental bodies to ensure the successful implementation of the project objectives.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a comprehensive assessment of the current management practices of controlled substances in Panama.
Facilitate consultations with stakeholders, including government agencies, private sector representatives, and civil society organizations, to gather insights and recommendations for the national plan.
Develop a draft National Plan for the Environmentally Sound Management of Controlled Substances, incorporating feedback from consultations.
Validate the draft plan through further stakeholder engagement and ensure it meets all regulatory requirements.
Prepare and present a final report detailing the findings, recommendations, and the validated National Plan.
Ensure that all deliverables are submitted on time and in accordance with the guidelines set by UNDP.
Maintain communication with the UNDP procurement unit and respond to any queries or requests for clarification during the consultancy period.
Required Qualifications: The ideal candidate should possess the following qualifications:
A strong background in environmental science, policy, or a related field.
Familiarity with international environmental agreements and protocols, particularly those related to controlled substances.
Excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders.
Strong project management skills and the ability to work independently and as part of a team.
Educational Background: A minimum of a Master's degree in Environmental Science, Environmental Policy, or a related field is required. Additional certifications or training in project management or law" style="border-bottom: 1px dotted #007bff !important;">environmental law would be an asset.
Experience: The consultant should have at least 5 years of relevant experience in environmental consultancy, particularly in the management of controlled substances. Experience working with UN agencies or similar international organizations is highly desirable.
Languages: Fluency in Spanish is mandatory, as the consultancy will be conducted in Panama. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to relevant resources.
Additional Notes: This consultancy is offered as a full-time position for a duration of 180 days. The consultant will be expected to work on-site in Panama City, and the position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
