Job Overview:
The position of Especialista Fortalecimiento Académico, Institucional, Gobernanza is crucial for enhancing academic and institutional governance within the framework of UNDP's mission in Panama. The specialist will be responsible for providing expert guidance and support to strengthen the capacities of academic institutions and governance structures. This role involves collaborating with various stakeholders, including government agencies, educational institutions, and civil society organizations, to develop and implement strategies that promote effective governance and institutional strengthening. The specialist will also be expected to conduct assessments, develop training programs, and facilitate workshops aimed at enhancing the skills and knowledge of personnel involved in governance and academic management. The position requires a proactive approach to identifying challenges and opportunities within the academic and governance sectors, ensuring that initiatives are aligned with national priorities and international best practices.

Duties and Responsibilities:
  • Conduct comprehensive assessments of academic institutions and governance frameworks to identify strengths, weaknesses, and areas for improvement.
  • Develop and implement capacity-building programs tailored to the needs of academic institutions and governance bodies.
  • Collaborate with stakeholders to design and facilitate workshops, training sessions, and seminars aimed at enhancing governance practices.
  • Provide technical assistance and advisory services to government agencies and educational institutions in the formulation of policies and strategies related to academic governance.
  • Monitor and evaluate the effectiveness of implemented programs and initiatives, providing recommendations for continuous improvement.
  • Prepare detailed reports and documentation on project progress, outcomes, and lessons learned.
  • Engage in knowledge sharing and dissemination of best practices in academic and institutional governance.
  • Foster partnerships with local and international organizations to leverage resources and expertise in governance strengthening initiatives.

Required Qualifications:
  • Proven expertise in academic governance, institutional strengthening, and capacity building.
  • Strong analytical skills with the ability to assess complex governance issues and propose effective solutions.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
  • Demonstrated experience in project management, including planning, implementation, and evaluation of governance-related initiatives.
  • Familiarity with the UNDP's mission, values, and operational procedures is an asset.
  • Proficiency in using digital tools and platforms for project management and communication.

Educational Background:
A Master's degree in Education, Public Administration, Governance, or a related field is required. A PhD in a relevant discipline would be an advantage. Additional certifications in project management or governance-related training would be beneficial.

Experience:
A minimum of 5 years of professional experience in academic governance, institutional development, or related fields is required. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven track record of successfully managing projects and initiatives aimed at strengthening governance and institutional capacities is essential.

Languages:
Fluency in Spanish is mandatory, as the position requires extensive communication with local stakeholders. Proficiency in English is highly desirable, as it may involve reporting and collaboration with international partners. Knowledge of other languages relevant to the region would be an asset.

Additional Notes:
This position is offered as a 12-month contract with the possibility of extension based on performance and project needs. The role is classified as an individual contractor position, and candidates may be recruited nationally or internationally.
