Job Overview:
The consultant will provide ongoing technical support to the Ministry of Education and Science (MoES) for the development, piloting, finalization, and institutionalization of Competency-Based Education (CBE)-aligned Tajik Language Teaching and Learning Materials (TLMs) for Grades 7 and
  • This role involves ensuring coherence and quality across various educational workstreams, including curriculum, assessment, and teacher training. The consultant will lead the development of age-appropriate and gender-responsive materials, coordinate with multiple working groups, and strengthen national capacity through training and collaboration with educational institutions. The position requires a proactive approach to support national counterparts and address implementation challenges effectively.

Duties and Responsibilities:
  • Provide technical leadership to the national Tajik Language Working Group in developing Grades 7 and 8 Tajik Language TLMs, including student workbooks, textbooks, teacher’s guides, and assessments.
  • Ensure alignment of TLMs with the revised CBE curriculum and national standards, ensuring they are age-appropriate and inclusive.
  • Coordinate inputs and outputs with the CPL Working Group and the Assessment Working Group to ensure coherence across educational initiatives.
  • Strengthen national capacity by training TLM authors, reviewers, and teachers through MoES-affiliated institutions.
  • Lead the piloting of TLMs in selected schools, evaluate pilot results, and prepare the final package for MoES endorsement.
  • Collaborate closely with MoES coordinators to support implementation and maintain quality and timelines.

Required Qualifications:
  • Bachelor's degree in education, Tajik language and literature, applied linguistics, language pedagogy, or a related field.
  • Strong knowledge of Tajik Language curriculum development based on Competency-Based Education principles.
  • Ability to develop student-centered materials that promote critical thinking and literacy.
  • Familiarity with the Tajikistan education system and NSED 2030 priorities.
  • Excellent coordination, analytical, and communication skills.

Educational Background:
A Bachelor's degree in education, Tajik language and literature, applied linguistics, language pedagogy, or a related field is required. The focus should be on Tajik Language teacher preparation, professional development, and inclusive education practices.

Experience:
At least 5 years of relevant professional experience in Tajik Language education at policy, management, and operational levels. Documented experience working with the MoES and its affiliated institutions on CBE-aligned curriculum and TLMs is essential. Previous experience in the current education reform, specifically the revision of Tajik Language TLMs, is required.

Languages:
Proficiency in Tajik and Russian is mandatory. Knowledge of English, both written and spoken, is considered an asset. Familiarity with the Tajik language and educational context is crucial for effective communication and collaboration.

The contract duration for this consultancy is 13 months, and the position allows for remote work.
