Job Overview: The National Expert on Cement Sector Decarbonization will play a crucial role in supporting the decarbonization efforts within the cement sector in Kyrgyzstan. This position is part of a broader initiative aimed at reducing carbon emissions and promoting sustainable practices in the construction industry. The expert will be responsible for analyzing current practices in the cement sector, identifying opportunities for improvement, and developing strategies to implement decarbonization measures. The role requires a deep understanding of both the technical aspects of cement production and the environmental impacts associated with it. The expert will work closely with local stakeholders, including government agencies, industry representatives, and civil society organizations, to ensure that the proposed strategies are feasible and aligned with national policies and international commitments. The assignment is expected to last for a period of 8 months, during which the expert will conduct assessments, facilitate workshops, and provide recommendations for policy and practice changes.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current state of the cement sector in Kyrgyzstan, including production processes, emissions data, and regulatory frameworks.
Identify key stakeholders in the cement industry and engage them in discussions about decarbonization strategies.
Develop a detailed roadmap for decarbonization in the cement sector, outlining specific actions, timelines, and responsible parties.
Facilitate workshops and training sessions to raise awareness about decarbonization practices among industry stakeholders.
Collaborate with government agencies to align decarbonization strategies with national climate goals and policies.
Monitor and evaluate the implementation of decarbonization measures and provide ongoing support to stakeholders.
Prepare reports and presentations summarizing findings, recommendations, and progress made during the assignment.
Ensure that all activities are conducted in compliance with UNDP's procurement policies and procedures.
Required Qualifications: The ideal candidate for the National Expert on Cement Sector Decarbonization position should possess a strong background in environmental science, engineering, or a related field. They should have a proven track record of working on sustainability projects, particularly in the construction or cement industry. Familiarity with carbon accounting methodologies and decarbonization strategies is essential. The candidate should also demonstrate excellent analytical skills, the ability to communicate complex information effectively, and experience in stakeholder engagement. A strong understanding of the regulatory landscape in Kyrgyzstan and international climate agreements will be advantageous.
Educational Background: A minimum of a Master's degree in Environmental Science, Engineering, Sustainable Development, or a related field is required. Additional certifications or training in carbon management, sustainability practices, or related areas will be considered an asset.
Experience: Candidates should have at least 5 years of relevant professional experience in environmental consulting, sustainability, or a related field. Experience working with the cement industry or in decarbonization projects is highly desirable. Proven experience in project management and stakeholder engagement is also important.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Russian or Kyrgyz is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the expert's work.
Additional Notes: This position is offered as an individual contractor role for a fixed term of 8 months. The expert will be expected to work full-time during this period, with flexibility in terms of location within Kyrgyzstan. Compensation will be commensurate with experience and qualifications, and the expert will be required to adhere to UNDP's policies and procedures throughout the assignment.
