Job Overview:
The National Consultant for Policy and Institutional Review & Biodiversity Finance position is designed to support the UNDP in Fiji by conducting a comprehensive review of policies and institutional frameworks related to biodiversity finance. The consultant will be responsible for analyzing existing policies, identifying gaps, and proposing recommendations to enhance biodiversity financing mechanisms. This role requires a deep understanding of environmental policies, biodiversity conservation, and financial instruments that can be leveraged to support sustainable development goals. The consultant will work closely with stakeholders, including government agencies, NGOs, and local communities, to ensure that the recommendations are practical and aligned with national priorities. The assignment is expected to last for 20 working days, during which the consultant will gather data, conduct interviews, and prepare a detailed report outlining findings and recommendations.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting a thorough review of existing policies and institutional frameworks related to biodiversity finance in Fiji; engaging with key stakeholders to gather insights and perspectives on current challenges and opportunities; analyzing financial mechanisms currently in place for biodiversity conservation; identifying gaps in policy and institutional arrangements that hinder effective biodiversity financing; developing actionable recommendations to enhance biodiversity finance strategies; preparing a comprehensive report that summarizes findings, analyses, and recommendations; presenting findings to relevant stakeholders and incorporating feedback into the final report; ensuring that all work is completed within the specified timeline and adheres to UNDP standards and guidelines.

Required Qualifications:
The ideal candidate for this position should possess a strong background in environmental policy, biodiversity conservation, and finance. A proven track record of conducting policy reviews and developing recommendations for governmental or international organizations is essential. The consultant should have excellent analytical skills, the ability to synthesize complex information, and strong communication skills to effectively engage with diverse stakeholders. Familiarity with the UNDP's mission and objectives, as well as experience working in the Pacific region, would be advantageous.

Educational Background:
Candidates should have at least a master's degree in environmental science, public policy, finance, or a related field. A PhD in a relevant discipline would be considered an asset. The educational background should reflect a strong understanding of biodiversity issues and financial mechanisms that support sustainable development.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy analysis, biodiversity finance, or related fields. Experience working with international organizations, government agencies, or NGOs in the Pacific region is highly desirable. The consultant should demonstrate a history of successful project management and the ability to work independently as well as collaboratively within a team.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Fijian or other local languages would be considered an asset, as it may facilitate engagement with local stakeholders and communities.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 20 working days. The consultant is expected to work remotely and may need to travel within Fiji for stakeholder consultations. The compensation will be based on the consultant's qualifications and experience, and it will be discussed during the negotiation phase. The deadline for proposal submission is set for 23-Jun-26, and all proposals must be submitted through the UNDP supplier portal.
