Job Overview: The position of International Consultant on the Dam Safety construction: Dam Specialist is a critical role within the UNDP's project in Kazakhstan, specifically aimed at enhancing water management and agricultural productivity in the face of climate change. The consultant will serve as the Team Leader and will be responsible for overseeing the implementation of the project components related to dam safety and water resource management. The assignment is expected to last for 80 working days, tentatively scheduled from July to December 202
The consultant will work primarily from home but will be required to make one business trip to Astana, Kazakhstan. The role involves providing technical expertise, promoting coordination among stakeholders, and ensuring that project activities align with international best practices. The consultant will also play a key role in developing a sustainable vision and business strategy for water management in Kazakhstan, thereby contributing to the overall objectives of improving food and water security" style="border-bottom: 1px dotted #007bff !important;">security for vulnerable communities.
Duties and Responsibilities: The consultant's duties and responsibilities will include but are not limited to:
Leading the technical assessment of dam safety and water management practices in Kazakhstan.
Developing and implementing strategies for improving agricultural productivity and resilience to climate change.
Coordinating with government agencies, local stakeholders, and international partners to ensure effective project implementation.
Providing training and capacity-building support to local institutions involved in water management.
Conducting field visits to assess project progress and gather data for reporting purposes.
Preparing detailed reports and documentation on project activities, outcomes, and recommendations for future actions.
Ensuring compliance with international standards and best practices in dam safety and water resource management.
Facilitating stakeholder engagement and communication to promote project visibility and support.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Extensive knowledge and experience in dam safety, water management, and climate resilience.
Proven track record of working on similar projects, preferably in developing countries.
Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex challenges.
Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
Familiarity with UNDP policies and procedures is an advantage.
Educational Background: Candidates must have an advanced degree (Master's or PhD) in a relevant field such as civil engineering, water resources management, environmental science, or a closely related discipline. A strong academic background combined with practical experience in the field of dam safety and water management is essential for this role.
Experience: The position requires significant professional experience, ideally a minimum of 10 years in the field of dam safety, water resource management, or related areas. Experience working with international organizations, government agencies, and local communities in the context of development projects is highly desirable. The candidate should have a proven ability to lead teams and manage complex projects effectively.
Languages: Fluency in English is mandatory, as all project documentation and communication will be conducted in this language. Knowledge of Russian or Kazakh would be considered an asset, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This position is classified as an Individual Contract, and the consultant will be expected to work full-time for the duration of the assignment. The contract is expected to last for 80 working days, with a tentative timeline from July to December 202
