Job Overview: The Programme Coordination Specialist will be responsible for overseeing and delivering results on programs that support UN Women’s Strategic Note for 2022-2025 and its normative frameworks on Gender Equality and Women’s Empowerment (GEWE). This role involves providing intellectual and strategic leadership on policy and program advice, particularly in the area of Elimination of Violence Against Women and Girls (EVAWG). The specialist will integrate EVAWG strategies into program proposals and initiatives, ensuring a coordinated response to emerging forms of violence, including those facilitated by technology. The position requires collaboration with various stakeholders, including government partners, civil society organizations, and UN agencies, to advance the national Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) agenda in Timor-Leste. The specialist will also lead resource mobilization efforts and ensure that programs are aligned with national and regional commitments to gender equality.
Duties and Responsibilities:
Integrate EVAWG across program and strategic documents, supporting the development of proposals and initiatives that address various forms of violence against women and girls.
Build partnerships and develop resource mobilization strategies, including consultations with stakeholders to gather inputs for design" style="border-bottom: 1px dotted #007bff !important;">program design.
Coordinate the EVAWG program in Timor-Leste, reporting on performance and providing technical advice to facilitate interventions.
Foster collaboration between UN agencies to ensure a coherent approach to EVAWG initiatives, participating in inter-agency meetings and committees.
Oversee advocacy and communication efforts related to EVAWG, supporting gender mainstreaming in government legislation and policies.
Develop knowledge management strategies and methodologies for the EVAWG program, ensuring collaboration with relevant stakeholders.
Required Qualifications: The ideal candidate should possess strong analytical and strategic thinking skills, with the ability to integrate gender perspectives into program design and implementation. Excellent communication and interpersonal skills are essential for building partnerships and engaging with diverse stakeholders. The candidate should demonstrate a commitment to gender equality and women's empowerment, with a deep understanding of the challenges faced by women in Timor-Leste. Strong organizational skills and the ability to manage multiple tasks effectively are also required.
Educational Background: A master's degree in social sciences, gender studies, international development, or a related field is required. The educational background should reflect a strong understanding of gender issues and the ability to apply this knowledge in a practical context.
Experience: A minimum of five years of progressively responsible experience in program management, particularly in the area of gender equality and women's empowerment. Experience working with UN agencies, government institutions, or civil society organizations in Timor-Leste or similar contexts is highly desirable. The candidate should have a proven track record of successfully implementing programs related to EVAWG and gender-responsive policies.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Tetum or Portuguese is an asset, as it will facilitate communication with local stakeholders and enhance program effectiveness.
Additional Notes: This position is a full-time role based in Dili, East Timor. The contract duration and specific compensation details will be discussed during the interview process. The role may involve occasional travel within the country to engage with various stakeholders and monitor program implementation.
