Job Overview:
The Resource Mobilization Specialist Consultant position is crucial for supporting the UNICEF Malawi Partnerships Unit in enhancing strategic resource mobilization efforts in a competitive donor environment. The consultant will engage in specialized tasks such as donor scoping, funding priority analysis, and the development of a Resource Mobilization Strategy. This role is essential as existing staff are currently managing multiple priorities, which limits their capacity to focus on resource mobilization. The consultant will ensure timely delivery of high-quality outputs, including analyses, donor reports, and quality assurance of documentation, while maintaining continuity of core section functions. The consultant will conduct thorough analyses of donor priorities and funding trends, map potential funding opportunities, and develop foundational inputs for the Resource Mobilization Strategy. Additionally, the consultant will support proposal development and partnership positioning materials, ensuring compliance with donor requirements and organizational guidelines.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive scoping and analysis of donor priorities and funding trends relevant to UNICEF's strategic goals. This includes mapping potential funding opportunities and assessing donor interests within the evolving landscape. The consultant will develop foundational inputs for the Resource Mobilization Strategy and strengthen resource mobilization approaches, including drafting and reviewing donor reports, proposals, and partnership documents. The consultant will ensure that all documentation meets quality standards and donor requirements, provide interim reporting support in the absence of the Reporting Officer, and prepare analytical notes and recommendations to aid strategic decision-making on partnerships and resource mobilization. The role requires a proactive approach to managing competing priorities and delivering high-quality outputs under tight deadlines.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in International Development, Economics, Business Administration, Public Policy, Communications, or a related field. A first-level university degree (Bachelor’s) combined with additional qualifying experience may be considered. Professional training or certification in resource mobilization, fundraising, project management, or monitoring and evaluation is an asset. Candidates should have a minimum of 5–7 years of progressively responsible experience in resource mobilization, donor relations, partnership management, or international development, with proven experience in donor mapping and funding analysis. Demonstrated experience in writing and quality assuring donor reports and proposals is required, along with experience working with UN agencies or large development organizations.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as International Development, Economics, Business Administration, Public Policy, or Communications. A Bachelor’s degree in a relevant field may be accepted if combined with substantial qualifying experience. Additional professional training or certification in resource mobilization or related areas is considered an asset.

Experience:
Candidates should have at least 5–7 years of progressively responsible experience in resource mobilization, donor relations, partnership management, or international development. Proven experience in donor mapping, funding analysis, and the development of resource mobilization strategies is essential. Experience in writing, reviewing, and quality assuring donor reports and proposals is also required. Familiarity with the UN system or large development organizations is highly desirable, as is experience in managing multi-donor reporting processes and competing priorities in a fast-paced environment.

Languages:
Excellent verbal and written communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language required for effective communication and documentation.
