Job Overview:
The RCCE Coordinator position is crucial for coordinating the Risk Communication and Community Engagement (RCCE) efforts of UNICEF’s Social and Behavioral Change (SBC) team. The incumbent will support the Ministry of Health and other partners in the Ebola response at local and provincial levels. This role involves leading, coordinating, and strategically guiding the implementation of RCCE interventions, ensuring alignment among partners, and maintaining a data-driven approach. The position requires adaptability and cultural sensitivity to effectively engage with communities, particularly vulnerable populations affected by the Ebola outbreak. The incumbent will also integrate principles of Accountability to Affected Populations (AAP), gender, and Protection from Sexual Exploitation and Abuse (PSEA) into all RCCE strategies, ensuring that the response is equitable and effective.

Duties and Responsibilities:
  • Lead the development and implementation of RCCE strategies in response to the Ebola outbreak, ensuring alignment with national health policies and community needs.
  • Coordinate with various stakeholders, including government agencies, NGOs, and community leaders, to ensure a unified approach to risk communication and community engagement.
  • Analyze social and behavioral data to inform RCCE strategies and interventions, ensuring that they are evidence-based and culturally appropriate.
  • Monitor and evaluate the effectiveness of RCCE interventions, making adjustments as necessary to improve outcomes.
  • Facilitate training and capacity-building workshops for partners and community members to enhance their understanding of RCCE principles and practices.
  • Ensure that all RCCE activities are inclusive and consider the needs of marginalized and vulnerable populations.
  • Prepare reports and presentations on RCCE activities and outcomes for internal and external stakeholders.
  • Represent UNICEF in relevant meetings and forums related to the Ebola response, advocating for the rights and needs of affected communities.

Required Qualifications:
  • Advanced University Degree (Master's or equivalent) in Social and Behavioral Sciences, Sociology, Anthropology, Communication Studies, Communication for Development, Psychology, or related fields.
  • At least 8 years of professional experience in analyzing and utilizing social and behavioral data for planning and implementing risk communication and community engagement strategies in humanitarian crises and epidemics.
  • Proven experience in public health emergencies, particularly in managing partnerships in complex environments.
  • Strong skills in evidence-based strategy development, risk communication, and public health emergency response.

Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as Social and Behavioral Sciences, Sociology, Anthropology, Communication Studies, or Psychology. This educational background is essential for understanding the complexities of community engagement and risk communication in public health contexts.

Experience:
The position requires a minimum of 8 years of relevant professional experience, particularly in the analysis and application of social and behavioral data in humanitarian settings. Candidates should have a strong background in risk communication and community engagement, especially in response to public health emergencies like Ebola, cholera, and other epidemics. Experience in both technical and coordination roles is essential, as is demonstrated leadership in managing partnerships in rapidly changing environments.

Languages:
Fluency in French is mandatory, along with intermediate proficiency in English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset, enhancing the candidate's ability to engage with diverse communities.
