Job Overview:
The People & Culture Officer P2 position at UNICEF in Kinshasa is crucial for supporting the Country Office's emergency response scale-up, particularly in the context of the ongoing Ebola Virus Disease outbreak in the Democratic Republic of the Congo. The incumbent will work under the supervision of the Chief People & Culture and in close collaboration with the People & Culture Specialist, P-
  • This role involves providing targeted People & Culture surge support to address the unique challenges posed by the emergency situation. The successful candidate will be expected to demonstrate strong coordination skills, adaptability, and cultural sensitivity to effectively support response efforts, particularly for vulnerable populations, including children and at-risk communities. The position requires a proactive approach to identifying and addressing human resource needs in a complex and evolving environment, ensuring that UNICEF's mission to protect and promote children's rights is upheld during crises.

Duties and Responsibilities:
The duties and responsibilities of the People & Culture Officer P2 include but are not limited to:
  • Supporting the implementation of human resource management strategies that align with UNICEF's emergency response objectives.
  • Collaborating with various stakeholders to assess and address human resource needs in the context of the Ebola outbreak response.
  • Conducting rigorous research and analysis to identify issues and recommend solutions related to human resource management.
  • Facilitating effective communication and collaboration among team members and with external partners.
  • Ensuring compliance with UNICEF's HR regulations and policies while advocating for equitable treatment of staff.
  • Providing guidance and support to managers and staff on HR-related matters, including recruitment, performance management, and employee relations.
  • Contributing to the development and implementation of training programs to enhance staff capacity in emergency response contexts.
  • Monitoring and evaluating the effectiveness of HR initiatives and making necessary adjustments to improve outcomes.

Required Qualifications:
To qualify for the People & Culture Officer P2 position, candidates must possess the following qualifications:
  • A University Degree in human resource management, business management, international relations, psychology, or a related field.
  • A minimum of two years of professional experience in human resource management, preferably within an international organization or large corporation.
  • Advanced knowledge of human resources management principles and concepts.
  • Strong research, planning, and organizational skills, with the ability to identify issues and make informed recommendations.
  • Excellent proficiency in information technology systems and tools relevant to HR functions.
  • Effective communication skills, with the ability to tailor language, tone, style, and format to diverse audiences.
  • Empathy and the ability to advocate for consistent and equitable applications of HR regulations and rules.

Educational Background:
Candidates must have a University Degree in a relevant field such as human resource management, business management, international relations, or psychology. This educational background is essential to understand the complexities of human resource management within the context of UNICEF's mission and the specific challenges posed by emergency situations.

Experience:
The position requires a minimum of two years of professional experience in human resource management. Languages:
