Job Overview: The Finance Manager for the Cuba Crisis-Response project is tasked with ensuring high levels of resource stewardship and strict financial accountability. This role is crucial for managing financial risks while promoting effective humanitarian response programming in Cuba. The Finance Manager will oversee the financial management systems, processes, and practices of CRS and its partners, ensuring they align with high-quality program delivery for vulnerable populations. The incumbent will be responsible for anticipating financial service needs, addressing delivery challenges, and implementing improvement solutions to minimize financial risks. This position requires a proactive approach to service delivery, advising managers and staff on managing the project cycle from design to close-out, ensuring compliance with CRS policies, Generally Accepted Accounting Principles (GAAP), and donor regulations. The Finance Manager will also lead budget development and management, ensuring accuracy and consistency in financial data, and safeguarding resources. The role includes preparing financial data and analysis for decision-making, managing the finance team, and providing support to partner finance staff, ensuring capacity strengthening in financial management policies and regulations.

The incumbent will coordinate budget development and management, ensuring accuracy in financial data and safeguarding resources. The role involves maintaining supporting documentation and ensuring a reliable audit trail, preparing accurate financial data and projections, and supporting leadership in financial decision-making. The Finance Manager will manage the finance team, focusing on team dynamics and staff well-being, providing coaching and performance management. Additionally, the incumbent will oversee reporting procedures, lead assessments of financial management capacity among staff and subrecipients, and ensure timely closure of audit findings.
Required Qualifications: Candidates must possess a Bachelor’s degree in Accounting, Finance, Economics, or Business Administration with relevant accounting courses, or a professional accounting qualification (CPA/ACCA or equivalent). A minimum of 6 years of experience in a similar position is required, with substantial experience in budgeting, budget analysis, and accounting. Preferred qualifications include a Master’s degree in a related field with a focus on Accounting, a professional certification in Accounting or a related field, and experience in an International NGO. Knowledge of public donors’ regulations and experience with financial reporting software are also preferred, along with management experience in Latin America and the Caribbean.
