Job Overview: The Protection Officer-General will play a crucial role in supporting the daily operations of DRC’s partner activities related to protection case management and legal aid in Anbar. This position is under the supervision of the Protection Team Leader and involves acting as a focal point for DRC in the region. The officer will be responsible for ensuring that partner-led protection activities align with DRC standards and donor requirements. The role requires providing technical guidance and coaching to partner staff, reviewing case management practices, and supporting the establishment of safe documentation systems. The Protection Officer will also facilitate partner-led assessments and contribute to capacity development plans, ensuring that protection principles are mainstreamed across all activities. This position does not involve direct implementation but focuses on oversight and support to enhance the effectiveness of partner organizations in delivering protection services.
Duties and Responsibilities: The Protection Officer will have a comprehensive set of responsibilities, including:
Programming and Technical Support: Support planning and oversight of partner-led protection activities, ensuring alignment with DRC standards. Provide technical guidance and coaching to partner staff on case management and legal aid processes. Review partner case management practices and ensure adherence to quality standards. Support partners in establishing safe case documentation systems and guide them in developing tools and workflows for service delivery. Facilitate partner-led protection assessments and ensure data quality for program improvement. Strengthen partner capacity to maintain updated service mapping and referral pathways.
Partner Coordination and Representation: Develop and maintain effective relationships with local stakeholders and facilitate coordination between partner organizations and DRC technical teams. Provide technical input to partner participation in protection coordination forums.
Quality Assurance, Monitoring and MEAL Support: Support the design and implementation of monitoring frameworks for protection activities. Conduct remote monitoring with partners focusing on quality assurance and compliance. Review partner reports and provide feedback for improvement.
Operational and Compliance Support: Guide partners on compliance with DRC and donor requirements. Provide technical support on budget-related implementation issues.
Other: Ensure all partner engagement upholds safeguarding principles and perform additional technical support tasks as required.
Required Qualifications: Candidates must possess a strong understanding of protection principles and minimum standards. Experience in facilitating community-based protection activities, case management, and delivering programs to vulnerable groups is preferred. Familiarity with DRC and experience working with persons of concern, including IDPs and refugees, is advantageous. Excellent IT skills, particularly in Microsoft Office applications, are required. Strong communication and problem-solving skills are essential, along with the ability to maintain confidentiality and prioritize the safety and dignity of beneficiaries.
Educational Background: A Bachelor’s degree in law" style="border-bottom: 1px dotted #007bff !important;">international law, Political Science, Psychology, Social Work, Humanities, or Social Science is required for this position. This educational background provides the necessary foundation for understanding the complexities of protection work and the legal frameworks surrounding humanitarian assistance.
Experience: The position requires candidates to have relevant experience in protection work, particularly in case management and legal aid. Prior experience with humanitarian organizations, especially in conflict-affected areas, is highly desirable. Candidates should demonstrate a capacity for facilitating training and mentoring partner staff, as well as a commitment to upholding protection standards in their work.
Languages: Fluency in Arabic is mandatory, and advanced proficiency in English is also required. These language skills are essential for effective communication with beneficiaries, partners, and stakeholders in the region.
