Job Overview:
The Digital Programme Development Manager (PDM) will play a pivotal role in leading NRC Sudan's innovative unit focused on enhancing communication, connectivity, and e-cash solutions for individuals affected by conflict and displacement. This position requires a strategic approach to integrate digital technology into NRC's core competencies, ensuring that the organization can effectively respond to the needs of affected populations. The PDM will collaborate closely with Core Competency and Area Office teams to advance various initiatives related to digital technology-enabled assistance. This includes enhancing information management systems, working with the Monitoring and Evaluation (M&E) team to ensure accountability, and collaborating with Global Digital on emergency programming pilots. The role also involves coordinating with community stakeholders and the private sector to optimize delivery mechanisms for assistance. The PDM will report directly to the Head of Programme Support and will work in tandem with relevant specialists and managers to ensure that digital technology is effectively utilized in program implementation.

Duties and Responsibilities:
The Digital Programme Development Manager will be responsible for ensuring compliance with NRC's regional and country strategies, as well as adherence to policies and guidelines. Key responsibilities include: developing and implementing a Digital programme strategy, guidelines, and technical Standard Operating Procedures (SOPs); leading the design and refinement of digital technology delivery approaches tailored to the Sudan context; drafting program concepts, proposals, and budgets; managing digital project implementation in accordance with donor requirements; overseeing the roll-out of beneficiary databases and case management platforms; developing partnerships with mobile network operators and digital service providers; and contributing to data protection initiatives. The PDM will also monitor and evaluate digital-based programming across all Core Competencies, ensuring that lessons learned are documented and shared with stakeholders.

Required Qualifications:
Candidates must possess at least six years of experience in humanitarian mobile money, information management, or data science programming, with a minimum of three years in a project management role. A Bachelor's degree in Information Technology, Information Management, or Computer Science is required. Previous experience in implementing digital and technology-enabled programming within emergency contexts is essential, along with familiarity in working with private sector entities and government programs. Knowledge of design approaches such as Service Design and Human-Centered Design is also necessary. Candidates should demonstrate documented results related to the position's responsibilities and possess strong leadership skills.

Educational Background:
A Bachelor's degree in Information Technology, Information Management, Computer Science, or a related field is mandatory for this position. This educational background provides the foundational knowledge necessary for understanding digital technologies and their application in humanitarian contexts.

Experience:
The ideal candidate should have a minimum of six years of relevant experience in humanitarian settings, specifically in mobile money, information management, or data science programming. At least three years of this experience should be in a project management capacity, demonstrating the ability to lead and manage complex projects effectively. Experience in implementing digital and technology-enabled programming in emergency situations is crucial, as is familiarity with the political and humanitarian context in Africa.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position is based in Khartoum, Sudan, and is classified as a grade 9 national contract. The duration of the contract is 12 months, subject to renewal based on funding and performance. The role may require travel of approximately 10-15% for strategic and consultative meetings.
