Job Overview:
The Shelter and Settlement Officer plays a crucial role in the implementation of shelter activities, focusing on both in-kind and cash assistance modalities. This position involves conducting technical assessments, developing designs, and ensuring quality implementation of shelter projects. The officer will be responsible for creating Bills of Quantity (BoQ), technical specifications, and training materials, while also providing field supervision of construction and rehabilitation activities. The role requires collaboration with various stakeholders, including partners and community members, to ensure adherence to organizational standards and donor requirements. The officer will also be involved in capacity building efforts, providing technical support and training to community volunteers and incentive workers, thereby enhancing the overall effectiveness of shelter interventions.

Duties and Responsibilities:
The Shelter and Settlement Officer will conduct technical field assessments for various shelter-related projects, including construction, repair, and rehabilitation. They will support both in-kind and cash-based interventions, such as cash-for-repair initiatives. The officer will lead training sessions on basic carpentry and shelter management in emergencies, assist in developing engineering drawings and technical documentation, and provide technical input for purchase requisitions. They will maintain systematic filing and database management for shelter activities, supervise contractors and skilled laborers, and ensure quality implementation of projects. The officer will also facilitate the distribution of shelter kits, ensuring proper beneficiary verification and documentation. Coordination with Camp Management Committees and local authorities is essential to ensure community engagement and accountability. The officer will report on the progress of activities and act as the technical focal point for shelter interventions at the field level.

Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent qualification in Civil Engineering, Architecture, or a related technical field. A minimum of 2 years of hands-on experience in shelter, infrastructure, or community construction is required. Experience in cash-based interventions, such as cash-for-repair or conditional cash assistance, is essential. Candidates should have demonstrated experience in supervising construction activities and knowledge of engineering software, particularly AutoCAD, as well as proficiency in Microsoft Office. Skills in community engagement, negotiation, and capacity building are also necessary, along with flexibility to travel frequently by road and boat.

Educational Background:
The position requires a Bachelor’s degree or equivalent qualification in Civil Engineering, Architecture, or a related technical field. This educational background is crucial for understanding the technical aspects of shelter design and construction, as well as for effectively managing and supervising related activities.

Experience:
The ideal candidate should have a minimum of 2 years of relevant experience in shelter and infrastructure projects, including construction, repair, and design. Experience in cash-based interventions is also important, as is a demonstrated ability to supervise construction activities and engage with communities effectively. Familiarity with local construction practices and the context of Rakhine State is highly desirable.

Languages:
Advanced proficiency in English is mandatory for this position, as well as fluency in local languages to facilitate effective communication with community members and stakeholders. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations.

Additional Notes:
The successful applicant will receive a DRC Regular contract, which includes a 3-month probation period. The contract is renewable based on funding and performance. The position falls under Employment Band H-non management. It is important to note that only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
