Job Overview:
The position of Individual Consultant for the Guideline 783 Revision and Soil Stabilizer Development involves the development of an Integrated Action Plan aimed at rewriting and updating Guideline 783, which pertains to Natural Landscapes. Additionally, the consultant will be responsible for creating a new, independent guideline specifically for Soil Stabilizers in Man-Made (Non-Natural) Landscapes. This role requires a comprehensive understanding of environmental guidelines and the ability to integrate scientific research with practical applications in soil stabilization. The consultant is expected to engage with various stakeholders, including government agencies, environmental organizations, and local communities, to gather insights and ensure that the guidelines are relevant and effective. The consultant must submit proposals through the UNDP Quantum portal, adhering to the specified deadlines and guidelines.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant include but are not limited to:
  • Conducting a thorough review of existing Guideline 783 and identifying areas that require updates or revisions.
  • Engaging with stakeholders to gather input and feedback on the current guidelines and proposed changes.
  • Developing a comprehensive Integrated Action Plan that outlines the steps necessary for the revision of Guideline 78
  • Researching and compiling best practices and scientific data related to soil stabilization in both natural and man-made landscapes.
  • Drafting the new guideline for Soil Stabilizers, ensuring it meets international standards and local needs.
  • Presenting findings and recommendations to UNDP and other relevant stakeholders.
  • Ensuring that all documentation is submitted in accordance with UNDP's procurement processes and timelines.
  • Providing ongoing support and clarification during the implementation phase of the guidelines.

Required Qualifications:
The required qualifications for this position include:
  • A strong background in environmental science, soil science, or a related field.
  • Proven experience in developing environmental guidelines or policies, particularly in the context of soil stabilization.
  • Excellent research and analytical skills, with the ability to synthesize complex information into clear and actionable guidelines.
  • Strong communication skills, both written and verbal, to effectively engage with stakeholders and present findings.
  • Familiarity with UNDP's procurement processes and guidelines is an advantage.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
Candidates must possess at least a Master's degree in Environmental Science, Soil Science, Civil Engineering, or a related field. A Ph.D. in a relevant discipline is preferred and may enhance the candidate's profile. Additional certifications in project management or environmental policy development will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy development, soil stabilization, or related fields. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. The consultant should have a proven track record of successfully managing similar projects from inception to completion.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Persian (Farsi) is highly desirable, given the local context of the project. Knowledge of additional languages relevant to the region may be considered an advantage.

Additional Notes:
This position is classified as an Individual Contractor role, and the contract duration will be specified upon selection. The consultant will work on a full-time basis for the duration of the project, which is expected to last several months. Compensation will be commensurate with experience and in line with UNDP's remuneration policies.
