Job Overview: The MEAL Assistant position is integral to the successful implementation of the Uganda Refugee Resilience Initiative (URRI) program, which aims to enhance climate resilience among women, men, and youth in both refugee and host communities. The role involves conducting comprehensive monitoring, evaluation, accountability, and learning initiatives to ensure that project activities meet high standards and effectively contribute to the resilience of persons of concern in West Nile. The MEAL Assistant will be responsible for preparing annual project monitoring plans, developing performance indicators, conducting routine monitoring, and evaluating project outcomes. This position requires a proactive approach to data management and reporting, as well as the ability to represent DRC in coordination meetings with partners.
Duties and Responsibilities: The MEAL Assistant will have a diverse set of responsibilities, including but not limited to: preparing annual project monitoring plans, developing and sharing performance indicators across sectors, conducting routine project implementation monitoring, and sharing monthly monitoring reports. The assistant will also conduct baseline assessments, midterm evaluations, and endline evaluations for new projects. Additionally, the role involves representing DRC in joint partners' coordination meetings, conducting data quality assessments, managing data, and presenting reports to stakeholders. The MEAL Assistant will lead the identification and organization of learning events, document key success stories, best practices, and lessons learned from projects, and track Resilience Design Indicators to ensure project objectives are met.
Required Qualifications: To qualify for the MEAL Assistant position, candidates must possess a Bachelor’s degree in Statistics, Economics, Social Sciences, or a related field. Technical skills in monitoring and evaluation are essential, along with experience in both qualitative and quantitative data collection and analysis. Candidates should demonstrate strong analytical, presentation, and report writing skills, as well as proficiency in software applications such as Excel, Access, and statistical software like SPSS or STATA. Previous experience with electronic or mobile data collection is also required. Strong interpersonal and communication skills are necessary, along with the ability to work effectively under pressure and meet tight deadlines. Proficiency in MS Word, Excel, Outlook, and PowerPoint is expected.
Educational Background: The educational background required for the MEAL Assistant position includes a Bachelor’s degree in a relevant field such as Statistics, Economics, or Social Sciences. This educational foundation is crucial for understanding the principles of monitoring and evaluation, as well as for conducting data analysis and reporting effectively.
Experience: Candidates for the MEAL Assistant role should have a minimum of 2 years of experience in monitoring, evaluation, accountability, and learning (MEAL) within an international humanitarian organization or NGO. This experience should include hands-on involvement in data collection, analysis, and reporting, as well as familiarity with the challenges and best practices in the field of humanitarian assistance.
Languages: While proficiency in English is mandatory for this position, knowledge of local languages spoken in the operational area is considered desirable. This linguistic capability can enhance communication with local communities and stakeholders, thereby improving the effectiveness of the MEAL initiatives.
Additional Notes: The MEAL Assistant position is offered on a contract basis for a duration of 6 months, with a designated duty station in Bidibidi, Uganda. The expected start date for this role is July 202
