Job Overview:
The position of National Consultant for Child Protection Programme involves providing technical support for the implementation of key child protection programme activities aimed at enhancing the quality of sustainable, integrated protection services, including birth registration for children in Tanah Papua, Indonesia. The consultant will work to address the multiple protection risks faced by children in the region, including violence, neglect, and low birth registration coverage. The role requires engagement with provincial and district governments to operationalize policies into practice, ensuring that approaches are adapted to local contexts. The consultant will also support the development of strategies for programme sustainability and scale-up, including documentation of lessons learned and practical recommendations for replication across the region.

Duties and Responsibilities:
The consultant will be responsible for monitoring the implementation of recommendations from the integrated services assessment in 2025, including the application of Standard Operating Procedures (SOPs) for integrated child protection services and Protection from Sexual Exploitation and Abuse (PSEA). They will strengthen protection services for women and children, enhance coordination mechanisms, and improve referral pathways. The consultant will also provide technical support to achieve the RPJMN target on birth registration, assist subnational governments in strengthening policy and planning processes related to child protection, and develop strategies for programme sustainability. Additionally, the consultant will engage with community structures to address violence against children and child marriage, ensuring effective prevention and response services are in place.

Required Qualifications:
Candidates must possess a Bachelor’s degree in social work, psychology, or a related field. They should have at least 5 years of relevant work experience in service delivery related to social welfare and child protection. Practical experience in child protection case management is an asset, along with familiarity with UNICEF’s children rights and protection, women and girls’ empowerment, and social inclusion concepts. Strong communication skills and a demonstrated understanding of government functions related to social work reform and child protection are essential.

Educational Background:
A Bachelor’s degree in social work, psychology, or a related field is required for this position. This educational background is crucial for understanding the complexities of child protection and social welfare systems, as well as for effectively engaging with various stakeholders involved in child protection initiatives.

Experience:
The position requires a minimum of 5 years of working experience in service delivery relevant to social welfare, child protection, or related fields. Candidates should have practical experience in child protection case management and familiarity with UNICEF’s frameworks and approaches to child rights and protection. Experience working in Papua Provinces is particularly advantageous, as it provides insight into the local context and challenges.

Languages:
Fluency in English, particularly in writing, is mandatory for this position. Proficiency in Bahasa is also required, as it is essential for effective communication within the local context. Knowledge of additional languages may be considered an asset, enhancing the consultant's ability to engage with diverse communities and stakeholders.
