Job Overview: The Gender Transformative Education Policy Consultant position focuses on addressing the persistent issue of gender-based violence in education across Southeast Asia. The consultant will assess the implementation of the Gender Transformative Toolkit, analyze the political economy of gender-responsive education in Cambodia and Vietnam, and develop recommendations for improving educational policies and practices. This role is crucial in promoting equitable learning experiences and outcomes for all children, particularly marginalized groups, by transforming education systems to be more inclusive and gender-sensitive. The consultant will work closely with national education ministries and other stakeholders to ensure that gender-responsive education systems are effectively designed and implemented, emphasizing the importance of quality assurance and support in these initiatives.
Duties and Responsibilities:
Conduct a comprehensive assessment of the implementation of the Gender Transformative Toolkit in Southeast Asia, identifying enablers and bottlenecks in the process.
Perform an in-depth political economy analysis of gender-responsive education in Cambodia and Vietnam, including case studies that highlight successful practices and challenges.
Develop actionable recommendations for designing and implementing gender-responsive education sector plans, policies, and strategies, focusing on physiological, sociological, and environmental barriers.
Address institutional challenges faced by national education systems in achieving gender equality, such as financial resource availability, teaching workforce quality, and gendered social norms.
Emphasize an intersectional approach in the assessment, considering factors such as disability, geography, and ethnicity.
Collaborate with national ministries of education to ensure the effective rollout of gender-responsive education systems and services, including quality assurance measures.
Document findings and present them to relevant stakeholders, including UNICEF and SEAMEO, to inform future policy and program development.
Required Qualifications:
A Master's Degree in education sector planning, gender transformative education, gender integration in education, school-related gender-based violence (SRGBV), or related disciplines.
A minimum of 10 years of experience in education sector planning, policy development, and gender transformative programs.
Extensive experience in conducting research and analysis on the interlinkages between gender and education, particularly in Southeast Asian contexts.
Proven experience in researching attitudes towards gender and gender stereotyping, especially as it pertains to education for girls and marginalized children.
Work experience with countries in the Asia-Pacific region, particularly through UNICEF, is considered an asset.
Educational Background: Candidates must possess a Master's Degree in relevant fields such as education sector planning, gender transformative education, gender integration in education, or school-related gender-based violence (SRGBV). This educational background is essential to understand the complexities of gender issues in education and to develop effective strategies for addressing them.
Experience: The position requires at least 10 years of professional experience in education sector planning, policy development, and gender transformative programs.
