Job Overview:
The Operations Manager position is crucial for providing strategic leadership and oversight of operational functions related to the Ebola response in Bunia, Democratic Republic of the Congo. This role involves ensuring that operational systems are agile and responsive to emergency needs, which includes the timely delivery of supplies and the wellbeing of personnel. The Operations Manager will be a senior member of the Ebola coordination-team" style="border-bottom: 1px dotted #007bff !important;">Coordination team, advising on operational approaches, risks, governance, and resource optimization while ensuring alignment with emergency response plans. The position requires strong coordination skills, adaptability, and cultural sensitivity to effectively support at-risk communities and children during the ongoing Ebola outbreak.

Duties and Responsibilities:
  • Provide strategic leadership for operational functions including Supply Chain, Finance, Administration, Risk Management, and ICT for the Ebola response.
  • Oversee administration and field operations management to ensure efficient and effective service delivery.
  • Manage financial resources, ensuring compliance with UNICEF policies and procedures.
  • Coordinate supply chain logistics to facilitate the rapid deployment of resources and personnel.
  • Implement internal controls and emergency risk management strategies to safeguard UNICEF assets and personnel.
  • Collaborate with national authorities and other stakeholders to enhance operational effectiveness in response to the Ebola outbreak.
  • Monitor and evaluate operational performance, making adjustments as necessary to improve outcomes.
  • Lead and mentor a team of operational staff, fostering a culture of accountability and high performance.

Required Qualifications:
  • Advanced University degree (Master or equivalent) in Accounting, Finance, or Business Administration.
  • Minimum of eight (8) years of professional work experience in finance and accounting management, with some experience at the international level.
  • Proven skills in strategic planning and team leadership.
  • Strong understanding of operational risks and governance in humanitarian contexts.
  • Ability to work effectively in complex and evolving environments, particularly in fragile settings.

Educational Background:
Candidates must possess an advanced university degree (Master's or equivalent) in a relevant field such as Accounting, Finance, or Business Administration. This educational background is essential for understanding the complexities of financial management and operational oversight in emergency situations.

Experience:
The position requires a minimum of eight years of professional work experience in finance and accounting management, with a significant portion of that experience gained in international settings. Candidates should have a proven track record of managing operations in complex environments, particularly in humanitarian or development contexts.

Languages:
Fluency in French is mandatory, along with intermediate proficiency in English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset and is desirable for effective communication in diverse settings.

This position is classified as a temporary assignment (TA) and is subject to medical clearance and visa requirements.
