Job Overview:
The Senior Political Affairs Officer plays a crucial role within UNTMIS, responsible for planning and implementing operational activities related to peacekeeping, conflict prevention, and governance. This position requires a comprehensive understanding of the political landscape in Somalia and the ability to integrate a rights-based approach into all activities. The officer will ensure high-quality reporting to mission leadership, prepare briefing materials, and provide guidance to senior staff and UN agencies. The role also involves coordinating with various stakeholders, including government officials and civil society, to foster collaboration and support for UN initiatives. The officer will lead a team, manage projects, and represent the mission at various forums, ensuring that the mission's objectives align with broader development plans.

Duties and Responsibilities:
The Senior Political Affairs Officer will be responsible for a wide range of duties including: planning and implementing operational activities related to peacekeeping and governance; ensuring timely reporting to mission leadership; preparing briefing notes and responses to inquiries; coordinating with UN Country Team members and non-resident agencies; developing relationships with government officials and community leaders; leading and mentoring a work team; managing research on political issues; formulating work programs and budgets; and representing the mission at conferences and seminars. The officer will also ensure the operational functioning of the Area Office and perform other related duties as required.

Required Qualifications:
Candidates must possess a strong background in political affairs, international relations, or related fields. They should demonstrate professional competence and a commitment to the mission's goals. The role requires excellent communication skills, the ability to manage performance effectively, and a proactive approach to leadership. Candidates should also have a thorough understanding of gender perspectives and the importance of diversity in staffing.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field is required. A first-level university degree in these fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in political affairs, international relations, law, disarmament, security, diplomacy, or conflict resolution is required. Experience in a UN field operation or similar international organization in a conflict setting is desirable, as is experience in managing teams and facilitating multi-stakeholder processes. Familiarity with political issues in the Horn of Africa is also advantageous.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, but proficiency in French is not mandatory for this position.
