Job Overview:
The Logistics and Supply Chain Officer will work within the Logistics Department, specifically in the Stock and Supply Chain section, which is part of the sustainable supply chain service. Under the supervision of the Stock and Supply Coordinator, the officer will be responsible for ensuring the international supply for ACF France's country offices within their geographical area, focusing on procurement and transport to support operations in a timely and cost-effective manner. The role requires managing field orders, supplier relationships, budget control, and ensuring compliance with internal procedures. The officer will also be involved in sourcing new suppliers, participating in tenders, and contributing to the continuous improvement of processes and tools within the supply chain.

Duties and Responsibilities:
The Logistics and Supply Chain Officer will have a comprehensive set of responsibilities including: managing field orders from procurement to delivery, ensuring effective communication between field operations and headquarters, handling supplier relationships and quality assurance, controlling budgets related to orders, receiving and verifying invoices, addressing delivery non-conformities and disputes, maintaining procurement files in compliance with internal procedures, conducting purchases within authorized limits, ensuring traceability and providing necessary documentation for audits, backing up team members during absences, implementing international procurement strategies, identifying optimal procurement solutions, sourcing new suppliers, participating in tender processes including drafting specifications and selection committees, updating and enriching the supplier database, contributing to the continuous improvement of processes and tools, and prioritizing urgent needs in collaboration with operational teams. Additionally, the officer will be responsible for recruiting and supervising a procurement assistant, organizing task distribution, monitoring objectives and action plans, conducting annual reviews, and providing training and support to team members.

Required Qualifications:
Candidates must hold a degree in logistics, commerce, and/or procurement, and have at least 2 years of experience in a similar role. Field experience is considered an asset, particularly in an international or humanitarian context, with prior experience at ACF being highly valued. Proficiency in English, both written and spoken, is essential. Candidates should also be skilled in office tools such as Excel and the Office Suite, and have knowledge of an ERP system, preferably UBW and LINK. The ideal candidate will demonstrate rigor, organization, and autonomy, along with strong prioritization skills and the ability to manage urgent situations effectively. Excellent interpersonal skills and a collaborative spirit are also crucial for success in this role.

Educational Background:
A degree in logistics, commerce, or procurement is required for this position. This educational background provides the necessary foundation for understanding supply chain management, procurement processes, and logistical operations, which are critical for the role.

Experience:
The position requires a minimum of 2 years of relevant experience in logistics or supply chain management. Experience in a field role, particularly in an international or humanitarian context, is highly desirable. Familiarity with the operational challenges faced in such environments will enhance the candidate's ability to perform effectively in this role.

Languages:
Fluency in English is mandatory for this position, as it is essential for communication within the organization and with international partners. Knowledge of additional languages may be considered an asset but is not explicitly required.

Additional Notes:
This is a full-time, permanent position classified as a cadre (executive) role. The job is based in Montreuil (Seine-Saint-Denis), France, with a salary range of €37,000 to €44,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave per year and 21 days of RTT (reduced working time), or 19 days for autonomous executives. Additional benefits include health coverage with 80% of costs covered by ACF, salary maintenance provisions for illness, maternity, and paternity, transport allowances covering 50% of commuting costs, meal vouchers with 60% coverage by the organization, and access to social works provided by the CSE (gift vouchers, reimbursement for cultural activities, etc.). Remote work is permitted from metropolitan territory, with a requirement for one day per month at the headquarters, along with mandatory attendance for collective meetings and events (up to three days per month) and two days during team integration.
