The current political crisis in Sudan has led to significant economic and social turmoil, characterized by sharp increases in food and energy costs, disease outbreaks, and ongoing conflict, which further complicates the humanitarian situation.

Job Overview:
The Victim Assistance Officer position is critical in addressing the increasing risks associated with explosive ordnance in Sudan, particularly as civilians return to contaminated areas. The role involves planning, implementing, and monitoring victim assistance activities for individuals affected by explosive ordnance incidents within the DRC Humanitarian Mine Action (HMA) project locations. The officer will ensure that survivors and their families have access to essential services, including medical care, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, rehabilitation, livelihood assistance, and effective referral pathways. This position is pivotal in bridging the gaps identified in victim assistance and leveraging DRC’s expertise in protection, case management, and referral systems to support local partners and the National Mine Action Center (NMAC). The officer will also work closely with a consultant to develop and operationalize strategies for victim assistance programming in Sudan.

Duties and Responsibilities:
The duties and responsibilities of the Victim Assistance Officer include leading the mapping of available services for explosive ordnance survivors, identifying referral gaps, and developing a practical service directory. The officer will receive and screen referrals from various teams, conduct survivor needs assessments, facilitate referrals to necessary services, and follow up on referred cases to ensure access to care. Coordination with the National Mine Action Center, NGO partners, and other stakeholders is essential, as is representing DRC in relevant forums. The officer will also be responsible for monitoring and documenting beneficiary data, preparing reports, and conducting awareness sessions on available services. Additionally, the role involves training community focal points and stakeholders on referral mechanisms and supporting the inclusion of explosive ordnance survivors in community-based programs.

Required Qualifications:
Candidates must possess a minimum of 2-3 years of relevant experience in victim assistance, protection, disability inclusion, case management, or mine action programming, with at least 1-2 years in direct case management being ideal. A strong understanding of confidentiality, informed consent, data protection, and survivor-centered approaches is required. Experience working with persons with disabilities, injured individuals, and survivors of violence is essential. Candidates should also have good reporting, documentation, and basic data management skills, along with knowledge of explosive ordnance risk education and victim assistance standards. Strong coordination and communication skills are necessary, and experience with humanitarian organizations is preferred.

Educational Background:
A Bachelor’s degree in social work, public health, rehabilitation, psychology, protection, disability inclusion, humanitarian action, international development, or a related field is required for this position.

Experience:
The position requires a minimum of 2-3 years of relevant experience in areas such as victim assistance, protection, disability inclusion, case management, or mine action programming. Ideally, candidates should have at least 1-2 years of direct case management experience, demonstrating a solid understanding of the complexities involved in supporting individuals affected by explosive ordnance incidents.

Languages:
Excellent verbal and written English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
