Job Overview: The National Legal Consultant - Tamil Medium position is designed for an individual contractor who will provide legal expertise and support in Tamil language. The consultant will work closely with UNDP in Sri Lanka, particularly in Colombo, to assist in legal matters that require proficiency in Tamil. The role involves understanding local legal frameworks, providing legal advice, and ensuring compliance with national laws and regulations. The consultant will be expected to engage with various stakeholders, including government agencies, civil society organizations, and community groups, to facilitate legal processes and promote access to justice. This position is crucial for enhancing legal services in Tamil and ensuring that legal information is accessible to Tamil-speaking populations. The consultant will also be responsible for drafting legal documents, conducting legal research, and providing training or workshops as needed.
Duties and Responsibilities:
Provide legal advice and support in Tamil language on various legal matters related to UNDP projects and initiatives.
Draft legal documents, contracts, and agreements in Tamil, ensuring compliance with local laws and regulations.
Conduct legal research and analysis to support UNDP's objectives and initiatives.
Engage with stakeholders, including government officials and community organizations, to promote legal awareness and access to justice.
Organize and facilitate training sessions or workshops on legal topics for stakeholders and community members.
Assist in the development of legal frameworks and policies that align with UNDP's mission and objectives.
Prepare reports and documentation related to legal activities and provide recommendations for improvement.
Collaborate with other consultants and UNDP staff to ensure a cohesive approach to legal issues.
Proven experience in legal consulting or practice, particularly in areas relevant to UNDP's work.
Strong understanding of Sri Lankan legal systems and frameworks.
Excellent communication skills in both Tamil and English, with the ability to convey complex legal concepts in a clear and accessible manner.
Demonstrated ability to work collaboratively with diverse stakeholders and facilitate discussions.
Strong analytical and problem-solving skills, with attention to detail.
Familiarity with UNDP's mission and development goals is an asset.
Educational Background: Candidates must possess a law degree from a recognized institution. Additional qualifications or certifications in human rights law, international law, or related fields will be considered an advantage. Continuous professional development in legal practices and frameworks is encouraged.
Experience: A minimum of 3-5 years of relevant legal experience is required, preferably in a consulting role or within a legal practice. Experience working with international organizations or NGOs, particularly in the context of development projects, is highly desirable. Familiarity with legal issues affecting Tamil-speaking communities in Sri Lanka will be beneficial.
Languages: Proficiency in Tamil is mandatory, as the consultant will be required to communicate effectively with Tamil-speaking clients and stakeholders. Fluency in English is also required to ensure effective communication within the UNDP team and with international partners. Knowledge of additional languages spoken in Sri Lanka may be considered an asset.
Additional Notes: This position is for a duration of 6 months and is classified as a National Consultant role.
