Job Overview:
The position is split equally between the International NGOs Forum in the Democratic Republic of the Congo (FONGI) and Action contre la Faim (ACF). The role aims to strengthen both collective and organizational advocacy efforts through coordinated engagement, evidence-based messaging, and strategic communication with key stakeholders. The Advocacy Officer will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director of ACF and closely collaborate with the FONGI secretariat. The responsibilities include contributing to ACF's advocacy actions in the DRC (50%) and contributing to the coordination and implementation of advocacy actions for the International NGOs Forum (50%). This role is crucial for enhancing the visibility and impact of advocacy initiatives in the region, ensuring that the voices of affected populations are heard and that humanitarian needs are addressed effectively.

Duties and Responsibilities:
The duties and responsibilities of the Advocacy Officer include:
  • Developing and implementing advocacy strategies that align with ACF's mission and objectives.
  • Engaging with various stakeholders, including government agencies, NGOs, and community leaders, to promote ACF's advocacy goals.
  • Conducting political analysis and research to inform advocacy positions and strategies.
  • Creating high-quality advocacy and communication materials to support outreach efforts.
  • Coordinating with the FONGI secretariat to align advocacy efforts and share best practices.
  • Monitoring and evaluating the impact of advocacy initiatives and adjusting strategies as necessary.
  • Participating in relevant meetings, forums, and events to represent ACF and its advocacy priorities.
  • Building and maintaining relationships with key partners and stakeholders to enhance collaboration and support for advocacy efforts.
  • Providing training and support to staff and partners on advocacy techniques and strategies.

Required Qualifications:
The ideal candidate should possess a graduate degree in social sciences, international relations, international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, political science, development studies, or a related field. Relevant experience in political analysis, advocacy strategy, and lobbying is essential. Previous experience in a similar role coordinating advocacy actions in complex and prolonged humanitarian crisis contexts is highly desirable. Strong skills in implementing advocacy strategies, creating high-quality advocacy and communication materials, and a good understanding of the local context are also required. The candidate should demonstrate excellent listening, collaboration, multi-stakeholder relationship-building, and decision-making skills while adhering to deadlines. Strong management and leadership abilities, along with analytical skills, are crucial for success in this role.

Educational Background:
Candidates must hold a graduate degree in relevant fields such as social sciences, international relations, international humanitarian law, political science, or development studies. This educational background is essential to understand the complexities of humanitarian advocacy and the political landscape in which ACF operates.

Experience:
Candidates should have substantial experience in advocacy, particularly in humanitarian contexts. Relevant experience should include political analysis, strategy development, and lobbying, ideally in coordination roles within NGOs or similar organizations. Experience in crisis situations and familiarity with the DRC context will be advantageous.

Languages:
Fluency in both French and English is mandatory, as the role requires strong written and oral communication skills in both languages. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
The position is a fixed-term contract under French law for a duration of 6 months. The gross monthly salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to $1105 net, paid on the ground, along with a monthly context allowance of 450 euros. An annual child allowance of 1500 euros per child is provided, with a ceiling of 6000 euros per year. Transportation and accommodation are covered, and medical coverage includes 100% reimbursement of health contributions and repatriation insurance, as well as medical expenses for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks.
