The Regional Office for Latin America and the Caribbean (ROLAC) is located in Rio de Janeiro, Brazil, and has been actively expanding its portfolio in the country by collaborating with all levels of government to formulate and implement effective urban policies. UN-Habitat is currently involved in a project with the São Paulo Council of Architecture and Urbanism and the Brazilian Cooperation Agency, focusing on building capacity in Technical Assistance for Social Housing (ATHIS).

Job Overview:
The Consultant for ATHIS Training Facilitation will play a crucial role in supporting the implementation of the ATHIS project, which aims to equip professionals with the necessary skills to bridge the gap between policy and practice in social housing. The consultant will work closely with UN-Habitat’s operational and technical teams, focusing on developing training plans and materials tailored to different target audiences, including municipal professionals, civil society organizations, and architecture professionals. The position emphasizes practical, hands-on learning experiences and the delivery of training sessions that incorporate participatory approaches and gender-sensitive strategies. The consultant will also be responsible for developing a Monitoring and Evaluation Strategy, conducting virtual capacity-building sessions, and preparing comprehensive reports documenting training activities and outcomes.

Duties and Responsibilities:
The consultant will have a wide range of responsibilities, including: 1) Supporting the development of initial premises and identifying priority thematic areas for the ATHIS training plan; 2) Creating a detailed training plan and materials structured into three modules for different target audiences; 3) Delivering training sessions that prioritize practical learning and field-based activities; 4) Providing technical support for the participatory development of the Monitoring and Evaluation Strategy; 5) Conducting virtual capacity-building sessions with global south ATHIS professionals; 6) Developing a methodology handbook for the Monitoring and Evaluation tool; 7) Collaborating with CAU/SP professionals on training activities; 8) Designing mechanisms to assess participants’ learning outcomes; 9) Preparing reports documenting training activities; 10) Participating in field missions as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism or have three additional years of relevant experience beyond the educational requirement. A postgraduate degree in related fields such as Geography, Sociology, or Public Policy is desirable. Candidates should have a minimum of three years of experience in urban development or social housing in Brazil, with experience in capacity building programs and teaching being essential. Familiarity with social housing and South-South Cooperation is preferred, along with experience in coordinating fieldwork in the public sector and previous work with the United Nations.

Educational Background:
A Bachelor’s degree in Architecture and Urbanism is required for this position. Candidates with a postgraduate degree (Lato Sensu or Stricto Sensu) in related fields such as Geography, Sociology, Law, Social Work, or Public Policy will be viewed favorably. The educational background should align with the responsibilities of the role, emphasizing the importance of relevant knowledge in urban development and social housing.

Experience:
The position requires a minimum of three years of experience in urban development and/or social housing within Brazil. Candidates should have experience in capacity building programs and teaching, with additional experience in social housing and South-South Cooperation being advantageous. Experience in the social sector and coordinating fieldwork, particularly in the public sector, is also desirable. Previous experience working with the United Nations is considered a plus.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Working knowledge of English is desirable, given that English and French are the working languages of the United Nations Secretariat. Proficiency in Spanish is also beneficial, particularly for communication within the Regional Office.

Additional Notes:
The consultant will be appointed on a local basis, and only nationals from Brazil or candidates with a permanent visa in Brazil may apply. The contract is part-time (48%) for a duration of five months, with a total remuneration of BRL 15,00
  • Payment will be made in installments upon the delivery and approval of specific products related to the project. The consultant must be available for travel within Brazil as required, and all travel will be coordinated and financed by UN-Habitat according to United Nations travel guidelines. The position emphasizes the importance of confidentiality and the proper handling of sensitive information.
